It extends to our way of life here in the United States. There likely isn't a person that hasn't utilized the services provided by satellites at some point. The Global Positioning System, or GPS, is probably the most widely known space asset. While many recognize that GPS powers their navigation in their cars and cellphones, they may not know or may not recognize the support it provides to financial transactions, farming, shipping, public safety, environmental monitoring, and a host of other areas. Satellite-provided services have become analogous to electricity, a utility we really take for granted. Most of us don't need to, nor want to, know where or how our power is produced, but we expect our local power company to continuously provide the power we need to heat and cool our houses and run our myriad electrical devices. Space services are now a utility as well. Potential adversaries of the United States are well aware of the dependence on satellites. Not surprisingly, nations are now actively testing methods to deny the use of space services during conflict. They have developed a full quiver of these methods, ranging from satellite signal jamming to outright destruction of satellites via a kill vehicle, such as successfully tested by China in 2007. The pace of these counterspace efforts appears to be accelerating and the impact of the use of counterspace likely would be felt by all sectors of the space community.

They are primitive leftover building blocks of the Solar System. Today we do not have a complete inventory of all the possible impactors. NASA was tasked by Congress in 1998 to catalog 90 percent of all the large NEOs within 10 years. The large NEOs are those that are 1 kilometer or more in size. A large NEO would cause a global catastrophe if one struck the Earth. NASA now is cataloging up to an estimated 95 percent of all the NEOs over 1 kilometer in size. That said, none of these known large NEOs pose any threat of impact to the Earth within the next 100 years. On Friday, February 15,2013, a meteor exploded over Russia with more energy than 20 atomic bombs, shattering glass and injuring over 1,000 people. That same day, an asteroid passed safely by Earth within the orbital belt of geostationary satellites. The days' newspapers read like sci-fi movie scripts, but all the content was real. The threat from these near-Earth objects, as well as threats from space weather, debris, and more, deserves a closer look. What have NASA and private space efforts done to increase awareness of these space threats? And, what is being done to protect the public and the systems we rely on from these threats?

This is the first hearing of two on space threats to Earth, reviewing U.S. Government efforts to track incoming asteroids and meteors. NASA believes it has discovered 93 percent of the largest asteroids in near-Earth orbit, those 1 kilometer or larger, but what about the other seven percent remaining, about 70, or even those smaller than 1 kilometer, estimated to be in the thousands? An asteroid as small as 100 meters could destroy an entire city upon a direct hit. Are we tracking those? The meteor that struck Russia was estimated to be 17 meters, and wasn't tracked at all. The two events of Friday, February 15, the harmless flyby of asteroid 2012 DA14 and the not-so-harmless impact of a meteor in Russia, are a stark reminder of the need to invest in space science. For all of the attention and publicity the two events of February 15 received, it was still too late for us to have acted to change the course of the incoming objects. We are in the same position today and for the foreseeable future unless we take actions now that improve our means of detection.

However, recently there has been a discernible shift in international rhetoric towards a more offensive approach to defense in space. The U.S. move towards establishing a "Space Force" has been echoed by similar announcements in France and Japan. India launched an anti-satellite weapon test and announced proudly that it thereby joined the elite group of China, Russia and the U.S., who have all demonstrated this capability in the past. And as technologies in space advance, along with our terrestrial dependence on space-based systems for our peaceful civilian lives and for support of terrestrial warfare, the political stability of this vulnerable environment comes under threat. These factors, combined with a lack of transparency about actual capabilities and intentions on the part of all major players in space, creates a cyclical escalation which has led some commentators to describe this as a return to a Cold War-type arms race, and to the foreseeability of a space-based conflict.
