Book excerpt: International relations scholars have traditionally focused on explaining war rather than peace, resulting in the concept of peace being understudied and underemphasized. This book in contrast explains the maintenance of extensive periods of international peace in two regions of the Third World: South America and West Africa. The term "zones of peace" has been used in reference to the Cold War (1945–1989) and to separate peace among the democracies developed progressively throughout the last two hundred years. In this book, however, Kacowicz moves beyond a European focus to consider the theoretical and historical significance of the term in the context of the Third World. He argues that there have been periods of "long peace," so that zones of peace, characterized by the absence of interstate war, have developed in South America since the late 1880s and among the West African countries since their independence in the early 1960s. Kacowicz explores how regional peace is maintained in South America and West Africa through the distilling of alternative explanations, including Realism, Liberalism, and satisfaction with the territorial status quo. He also examines how peace can be maintained among states that usually do not sustain Western democratic regimes by offering a critique (and improvement) upon the "democratic peace" theory. Peace can indeed be maintained, he asserts, among nondemocratic states, although there is a direct relationship between the quality of the regional peace and the type of political regimes sustained by the countries in any given region.

And growing populations and accelerating demands for fresh water are putting ever greater pressures on already scarce water resources. In this wide-ranging study, Arun Elhance explores the hydropolitics of six of the world's largest river basins. In each case, Elhance examines the basin's physical, economic, and political geography; the possibilities for acute conflict; and efforts to develop bilateral and multilateral agreements for sharing water resources. The case studies lead to some sobering conclusions about impediments to cooperation but also to some encouraging ones--among them, that it may not be possible for Third World states to solve their water problems by going to war, and that eventually even the strongest riparian states are compelled to seek cooperation with their weaker neighbors.

Many regions have seen such a serious deterioration of conditions that OnormalO politics are clearly impossible. Third World War examines the patterns of political violence throughout the world during the Cold War and analyzes them collectively as conflict processes within the global system. It shows that warfare was not randomly distributed, but was centered on six protracted conflict regions that together accounted for 80 to 90 percent of all forms of political violence during that time--a magnitude of violence that rivals the destruction of the previous two world wars. Through societal theories of identity, conflict, and development dynamics, supported by a broad range of quantitative evidence, the author explores how armed conflict and the politics of insecurity lead to policy changes, arrested development, and, ultimately, state failure. He concludes with policy implications and a brief assessment of the prospects for peace in the global system.

In the immediate term, it shows how steps to strengthen compliance with international law, improve collective action such as international peacekeeping and peacebuilding, better regulate the flow of arms, and hold individuals legally accountable for acts of aggression or atrocity crimes can make our world more peaceful. It also shows how in the long term, building strong and legitimate states that protect the rights and secure the livelihoods of their people, gender equal societies, and protecting the right of individuals to opt-out of wars has the potential to establish and sustain world peace. But it will only happen, if individuals organize to make it happen.

While important work has been done regarding radical activism in the United States and Western Europe, events in what is today known as the Global South-Asia, Africa, and Latin America-have yet to receive the requisite attention they deserve. This volume inserts the Third World into the study of the 1960s by examining the local and international articulations of youth protest in various geographical, social, and cultural arenas. Rejecting the notion that the Third World existed on the periphery, it situates the events of the 1960s in a more inclusive context, building a richer, more nuanced understanding of the Global 1960s that better reflects the dynamism of the period. Samantha Christiansen is an instructor at Northeastern University. Her research interests focus on youth and student mobilizations in South Asia and Europe and international Left politics. She has also taught at Independent University Bangladesh. Zachary A. Scarlett is an instructor at Northeastern University specializing in modern Chinese history and the history of radical social movements in the twentieth century. Okihiro considers the methods and theories that might constitute the formation of Third World studies. Proposed in 1968 at San Francisco State College by the Third World Liberation Front but replaced by faculty and administrators with ethnic studies, Third World studies was over before it began. As opposed to ethnic studies, which Okihiro critiques for its liberalism and US-centrism, Third World studies begins with the colonized world and the anti-imperial, anticolonial, and antiracist projects located therein as described by W. E. B. Du Bois in 1900. Third World studies analyzes the locations and articulations of power around the axes of race, gender, sexuality, (dis)ability, class, and nation. In this new edition, Okihiro emphasizes the work of Third World intellectuals such as M. N. Roy, José Carlos Mariátegui, and Oliver Cromwell Cox; foregrounds the importance of Bandung and the Tricontinental; and adds discussions of eugenics, feminist epistemologies, and religion. With this work, Okihiro establishes Third World studies as a theoretical formation and a liberatory practice.
