Book excerpt: Japan and China did not begin to emerge as unified political entities until the nineteenth century. Yet scholars and politicians persistently refer to "Japan" and "China" in discussions of earlier periods, as if the modern nation-state had long been established in these regions. Joshua Fogel here brings together essays by eight renowned East Asian scholars to demonstrate why this oversight distorts our historical analysis and understanding of both countries. The nation-states of Japan and China developed much later and, indeed, far less uniformly than usually conveyed in popular myth and political culture. Moreover, the false depiction of an earlier national identity not only alters the factual record; it serves the contemporary engines of nationalist mythology and propaganda. This interdisciplinary volume asks deceptively simple questions: When did "Japan" and "China" become Japan and China? When and why do inhabitants begin to define their identity and interests nationally rather than locally? Identifying the role of mitigating factors from disease and travel abroad to the subtleties of political language and aesthetic sensibility, the answers provided in these diverse and insightful essays are appropriately complex. By setting aside Western notions of the nation-state, the contributors approach each region on its own terms, while the thematic organization of the book provides a unique lens through which to view the challenges common to understanding both Japan and China. This highly readable collection will be important to scholars both inside and beyond the field of East Asian studies.

The world is, as Jackson and Sorensen conclude, still a territorial world, but we can observe a weakening of “Westphalian parameters” (2007, p. 2, p. 25). Even though the Westphalian order in terms of the territorially defined sovereign nation state is still the dominant form, it faces several profound challenges through the irresistible processes that globalization brings about. Economic developments, first and foremost with reference to the area of finance, account for a decline in the meaning of national borders, which have come increasingly under pressure after the end of Cold War. The revolution in information and communication technologies contributes its share. Looking at the political dimension we can realize a shift of various aspects of state sovereignty as regards the regulative rules to other levels, in the case of the EU-example to the supranational level. From the absolutist state in the 17th century to the current order it has been a long way: with the Peace Treaty of Westphalia the modern state emerged and became global after the end of the Second World War. Now it’s a mixed actor model, which requires the adaptation of states to cope adequately with these new collective challenges of the 21st century.

Book excerpt: Soka Gakkai is Japan’s largest and most influential new religious organization: It claims more than 8 million Japanese households and close to 2 million members in 192 countries and territories. The religion is best known for its affiliated political party, Komeito (the Clean Government Party), which comprises part of the ruling coalition in Japan’s National Diet, and it exerts considerable influence in education, media, finance, and other key areas. Levi McLaughlin’s comprehensive account of Soka Gakkai draws on nearly two decades of archival research and non-member fieldwork to account for its institutional development beyond Buddhism and suggest how we should understand the activities and dispositions of its adherents. McLaughlin explores the group’s Nichiren Buddhist origins and turns to insights from religion, political science, anthropology, and cultural studies to characterize Soka Gakkai as mimetic of the nation-state. Ethnographic vignettes combine with historical evidence to demonstrate ways Soka Gakkai’s twin Buddhist and modern humanist legacies inform the organization’s mimesis of the modern Japan in which the group took shape. Book excerpt: Japanese from varied domains, as well as shogunal officials, Nagasaki merchants, and an assortment of deck hands, made the voyage along with a British crew, spending a total of ten weeks observing and interacting with the Chinese and with a handful of Westerners. Roughly a dozen Japanese narratives of the voyage were produced at the time, recounting personal impressions and experiences in Shanghai. The Japanese emissaries had the distinct advantage of being able to communicate with their Chinese hosts by means of the "brush conversation" (written exchanges in literary Chinese). For their part, the Chinese authorities also created a paper trail of reports and memorials concerning the Japanese visitors, which worked its way up and down the bureaucratic chain of command. This was the first official meeting of Chinese and Japanese in several centuries.

In Sino-Japanese relations, identity, territory, and power pull together in a particularly lethal direction, generating dangerous tensions in both geopolitical and memory rivalries. Buzan and Goh explore a new approach to dealing with this history problem. First, they construct a more balanced and global view of China and Japan in modern world history. Second, building on this, they sketch out the possibilities for a 21st century great power bargain between them. Buzan puts Northeast Asia's history since 1840 into both a world historical and a systematic normative context, exposing the parochial nature of the China-Japan history debate in relation to what is a bigger shared story about their encounter with modernity and the West, within which their modern encounter with each other took place. Arguing that regional order will ultimately depend substantially on the relationship between these two East Asian great powers, Goh explores the conditions under which China and Japan have been able to reach strategic bargains in the course of their long historical relationship, and uses this to sketch out the main modes of agreement that might underpin a new contemporary great power bargain between them in a variety of future scenarios for the region. The frameworks adopted here consciously blend historical contextualisation, enduring concerns with wealth, power and interest, and the complex relationship between Northeast Asian states' evolving encounters with each other and with global international society.

Book excerpt: This work offers a sweeping re-assessment of the Jiankang Empire (3rd-6th centuries CE), known as the Chinese "Southern Dynasties." It shows how, although one of the medieval world's largest empires, Jiankang has been rendered politically invisible by the standard narrative of Chinese nationalist history, and proposes a new framework and terminology for writing about medieval East Asia. The book pays particular attention to the problem of ethnic identification, rejecting the idea of "ethnic Chinese," and delineating several other, more useful ethnographic categories, using case studies in agriculture/foodways and vernacular languages. The most important, the Wuren of the lower Yangzi region, were believed to be inherently different from the peoples of the Central Plains, and the rest of the book addresses the extent of their ethnogenesis in the medieval era. It assesses the political culture of the Jiankang Empire, emphasizing military strategy, institutional cultures, and political economy, showing how it differed from Central Plains-based empires, while having significant similarities to Southeast Asian regimes. It then explores how the Jiankang monarchs deployed three distinct repertoires of political legitimation (vernacular, Sinitic universalist, and Buddhist), arguing that the Sinitic repertoire was largely eclipsed in the sixth century, rendering the regime yet more similar to neighboring South Seas states. The conclusion points out how the research re-orients our understanding of acculturation and ethnic identification in medieval East Asia, generates new insights into the Tang-Song transition period, and offers new avenues of comparison with Southeast Asian and medieval European history.

In July 1872, the María Luz, a barque flying the Peruvian flag, carried Chinese indentured servants from Macau to Peru. After the ship stopped for repairs in Kanagawa Bay, a number of legal issues arose that were destined to change the perception and use of the law in Japan forever. The case had a tremendous impact on the collective imagination, both Japanese and international: it is one of the first occurrences in which an Asian country decided to resist the pressure of a Western nation, and responded using the most refined tools of domestic and international law. Moreover, the final outcome of the case (arbitration in front of the Czar of Russia) marks the debut of Japan on the stage of international arbitration. While historians have written widely on the subject, the legal importance of this event has been relatively neglected. This book uses the case to explore the technical legal issues Japan was facing in its transition from pre-modernity to modernity. These include unequal treaties, extraterritoriality clauses, the need to establish an updated judicial system, and a delicate balance between asserting sovereignty and resorting to diplomacy in solving disputes involving foreigners. We defend that the transpacific can instead promote an understanding of agents and experiences that share many common traits that have been generally overlooked by a hegemonic interpretation of knowledge and the relationship between regions.By fostering an environment that not only accepts a plurality of views but that actively looks to accommodate analogous, tangential, and even contradicting approaches to the study of our ideas, we seek a double objective. First, we hope to highlight precisely the richness within the idea of the transpacific, avoiding sticking to any particular conception to it while at the same time acknowledging and owning each of our points of enunciation. Our second objective is part of a constant struggle in the quest towards social and epistemic justice. By adopting this stance of plurality, we can fight against structures of knowledge production and reproduction that willingly or unintentionally instill specific interpretations in ways that inculcate exclusivity. The goal of this book is opening up and expanding the debate regarding transpacific connections, examining the limits and promises of including these experiences within the conceptual paradigm of the Global South, and showcasing different ways of approaching decolonial research to the study of the relationship between East Asia and Latin America.
