Book excerpt: The youth labour market in Australia is characterised by low participation rates and predominance of part time employment, as well as high unemployment and underemployment. There has been a significant rise in education participation rates in Australia in recent year, directly linked to the demand for full time teenage employees. Despite teenage unemployment in Australia being twice that of the general population, only a very small proportion of the teenage population in Australia are not in some form of employment or education. This reflects the unique nature of the teenage market. This study investigates both the demand and supply characteristics of the market, and finds that many of the cliches associated with it do not stand up to close examination.

Book excerpt: There has been considerable debate on the issue of whether junior award rates should either be abolished or modified, in the context of removing age discrimination. This paper examines the economics of junior wages and employment. In particular, some simulations are carried out on the likely impacts of various changes to junior wages. The results suggest that changing the current structure of junior awards would have dramatic effects on youth employment and unemployment. The adverse employment outcomes would impact disproportionately on the most disadvantaged in the youth labour market.

Book excerpt: High youth unemployment in Australia is one of the major labour market issues confronting policy makers. Average youth unemployment rates in the Perth metropolitan region were over 15 per cent at the time of the 1996 Census, substantially higher than those recorded two decades ago. However, the burden of unemployment has not been borne equally by neighbourhoods within the metropolitan region. This paper shows that there are significant intergenerational rigidities in youth employment outcomes in the Perth region. It appears that the demographic characteristics of neighbourhoods are a significant causal factor in the employment outcomes of youths. The implication for policy is that the targeting of individuals at risk of unemployment may not be appropriate unless the relationship between youth unemployment, region and demography is taken into account.
