Moreso, it is recommended that further studies should be conducted to improve the students' success through increasing the level of teachers' empowerment.

Shanghai offers a clear illustration of an educational system that continually invests in educating a diverse student population and, by measures of international comparison tests, is achieving outstanding results. Many factors contribute to the Shanghai system's ongoing success, including the students' motivation toward strong performance, the parental support for education that is culturally ingrained throughout the country, the focus that teachers place on high expectations for students, and the individual tutoring they provide. The author argues that these factors are only a partial explanation of Shanghai's success and then closely describes educational policies that support teachers' preparation, hiring, ongoing development, and opportunities for awards and leadership. These policies are based on the assumption that teachers are key to the nation's future and must be appropriately supported in order to contribute to student performance and achievement, an assumption that is also explicitly stated within Chinese law. This volume offers specific descriptions of how these national policies are translated, adapted, and enacted in Shanghai.

The study posits that teacher empowerment is a prerequisite for student achievement and an indispensable component of effective school leadership. Evaluative research, with the researcher as participant-observer, was utilized in this study to examine the impact of teacher empowerment on student achievement, teacher collaboration, and school culture in a secondary school. An underlying assumption of the study was that the teacher is the key to effective instruction and the potential for student achievement is maximized in a school culture that recognizes and rewards teacher leadership. In contrast to the corporate model of school leadership, the study's findings support the need for a new paradigm of teacher empowerment that supplants the thinness of the single school leader with collaborative, participatory democracy that represents multiple voices in education. True empowerment is realized when accountability flows horizontally and obligation is reciprocal in nature.

Book excerpt: For schooling to play an important role in the development of human capital, the system of education needs to provide quality education, which among other things requires high-quality teachers. Facing fiscal constraints and growing enrolments, school systems in developing countries often supplement their teaching staff by hiring contract teachers. However, there is limited evidence on how the effectiveness of these teachers compares to that of civil service teachers. We use a dataset from rural primary schools in western China to estimate the causal effect of contract teachers on student achievement and find that gains in student scores on standardised examinations in mathematics and Chinese are less in classes taught by contract teachers than in classes taught by civil service teachers. The results demonstrate that China's education system needs to focus on producing high-quality teachers to improve the quality of schooling in its rural education system. The findings imply that educators in developing countries should not only seek to hire increasingly more civil service teachers in rural schools, but they should also identify ways of improving the quality of contract teachers. If efforts to improve teaching can succeed, rural students can learn more, earn higher incomes and contribute more to the productivity of the overall economy.
