Book excerpt: Excerpt from The Taxation of Forest Lands in Wisconsin On the initiative of the Wisconsin State Board of Forestry, the Forest Service of the United States Department of Agriculture in April, 1910, entered into a co-operative agreement by the terms of which it was to undertake a study of forest conditions in the State of Wisconsin. The main purpose of the study was to determine the extent of the burden now carried by timberlands as a result of the present methods of taxation, and what influence, if any, such methods of taxation have or will have on the practice of forestry by private owners. Especial thanks are due the State Forester and also the State Tax Commission for the valuable assistance given throughout the course of the study. That the perpetuation of this country's forests, and their management along conservative lines, is an object of grave concern to the nation and to individual states, and a proper subject of legislation, all admit. Nor will it be denied by those having a proper regard for the future, that the time has arrived when affirmative action must be taken if this end is to be attained. Every day of delay lessens the chance of success. Forest conservation by private owners depends primarily upon one point: Does it pay ? If forestry can not be made to pay without granting it special favors it has no place in the business world of today. The two great obstacles to the practice of forestry by private owners are forest fires and an unjust and unequal system of taxation. Farmers and part-time farmers (most of them dairy farmers) form the largest occupation group of small forest landowners in central Wisconsin (61 percent). Wage earners follow With 26 percent. About 84 per cent of the owners are over 40 years of age, 89 percent live Within 10 miles of their forest land, and a large proportion (63 percent) have owned their forest land at least 10 years. Most of the woodland holdings are less than 50 acres in size. Timber growing was Cited by half the owners as being the primary use of forest land. Grazing is the primary forest use of 27 percent of the owners, and other uses such as recreation and residence make up the remainder. Grazing of forest lands is prevalent. Some 58 percent of all owners used their forest lands to some extent for this purpose; however, 23 percent were grazing only lightly. Some 66 percent of all owners and 85 percent of the farmers con51der timber products for home use important. In general, all persons must make their returns for the in come received during the calendar year; but firms, copartner ships, corporations, etc., may, by securing the consent of the tax commission, base their returns upon their respective fiscal years. The committee shall report to the general court on or before the second Wednesday of January in the year nineteen hundred and six the result of their investigation, with any suggestions as to legislation which they may consider desirable for promoting the cultivation and improvement of forest lands within the Commonwealth. There shall be allowed to the committee for their expenses such sums as may be approved by the governor, not exceeding in the aggregate the sum of five hundred dollars. We have examined the laws of other countries, other States, and of this State, and beg to submit our report thereon, together with certain recommendations for amend ment to the laws of this Commonwealth.
