Each chapter and appendix addresses how the decide, detect, deliver, and assess (D3A) methodology enhances the targeting process. The D3A is a methodology which optimizes the integration and synchronization of maneuver, fire support, and intelligence from task force to corps level operations. The D3A is described without tying it to specific hardware that will eventually become dated. The Army's targeting process consists of time tested techniques organized in a systematic framework. The FM 3-60 addresses how D3A methodology interfaces with the joint targeting cycle, military decisionmaking process (MDMP), and operations process. The joint targeting fundamental principles and doctrinal guidance are also presented in this publication. Successful targeting requires that the leadership team and their staff possess an understanding of the functions associated with the targeting process. The FM 3-60 builds on the collective knowledge, experience gained through recent operations, and numerous exercises. The manual is rooted in time tested principles and fundamentals, while accommodating force design, new technologies, and diverse threats to national security. The targeting process is challenging. The challenge includes locating, identifying, classifying, tracking, and attacking targets and assessing battle damage with limited assets and weapon systems, which makes this process complicated. The process becomes even more difficult with long range and fast moving targets. It is even more complex at division and higher echelons with more decisionmakers, acquisitions, surveillance assets, and weapon systems. This challenge is particularly true when joint and combined assets are included. The competition for assets is intense. Many intelligence systems are capable of situation development, target acquisition, and battle damage assessment (BDA), but may not be able to do all at the same time. Detailed guidance, thorough planning, and disciplined execution prevent unnecessary redundancy and make the most of available combat power. In this book, Leonard Talmy proposes that a single linguistic/cognitive system, targeting, underlies two domains of linguistic reference, those termed anaphora (for a referent that is an element of the current discourse) and deixis (for a referent outside the discourse and in the spatiotemporal surroundings). Talmy argues that language engages the same cognitive system to single out referents whether they are speech-internal or speech-external. Talmy explains the targeting system in this way: as a speaker communicates with a hearer, her attention is on an object to which she wishes to refer; this is her target. To get the hearer's attention on it as well, she uses a trigger—a word such as this, that, here, there, or now. The trigger initiates a three-stage process in the hearer: he seeks cues of ten distinct categories; uses these cues to determine the target; and then maps the concept of the target gleaned from the cues back onto the trigger to integrate it into the speaker's sentence, achieving comprehension. The whole interaction, Talmy explains, rests on a coordination of the speaker's and hearer's cognitive processing. The process is the same whether the referent is anaphoric or deictic. Talmy presents and analyzes the ten categories of cues, and examines sequences in targeting, including the steps by which interaction leads to joint attention. A glossary defines the new terms in the argument.

Targeting is an intellectual military discipline that combines rigorous scientific analysis, a deep understanding of weapons effects, and sound operational judgment into a coherent systematic process. The Joint Targeting Process is the critical linkage in translating desired effects into the actions that accomplish objectives and achieve victory. It provides military commanders a methodology to systematically generate and refine a series of options to accomplish objectives and provides solutions to defined problems. The process attempts to evaluate the merits of possible solutions to a problem using an adaptable, effects-based approach to problem solving. The current Joint Targeting Process is highly effective in prosecuting traditional kinetic targets; however, it is questionable whether the process is fully capable of addressing non-lethal, non-kinetic, and indirect means of achieving the commander's desired effects. Current targeting doctrine evolved as an alternative to the notion of attrition warfare and grew with the evolution of technology. In a conventional, linear environment, the Joint Targeting Process optimizes the use of existing capabilities to accomplish military and political objectives. In an irregular, non-linear environment however, the Joint Targeting Process has difficulty identifying targets and matching appropriate capabilities to achieve desired effects. The Joint Targeting Process provides an iterative methodology for identifying and prioritizing enemy centers of gravity and then projecting power against them. This process became an airpower-dominated, destruction-based system that derived from an attrition-based ground warfare doctrine. The process uses an airpower-optimized approach to avoid protracted ground conflicts that result in an attrition-based or exhaustion-based solution to modern conflict. The methodology of the process focuses predominantly on kinetic combat operations against nation states possessing established infrastructure and fielded forces. The Joint Targeting Process is not fully effective in the emerging Joint Operational Environment where operations occur in ungoverned territory against non-state adversaries in an environment characterized by uncertainty, complexity, and ambiguity. This monograph undertakes a systematic approach to evaluating the effectiveness of the Joint Targeting Process within the context of the Joint Operational Environment. To address the question of how best to apply targeting to the current operating environment, this monograph examines the genesis of the current joint targeting methodology and discusses how our current joint doctrine developed, the evolution of targeting within traditional linear warfare doctrine, and the current application of military targeting. Additionally, it examines the emerging operational environment, characterizes the relevant operational context of targeting, and discusses how that context has changed since the development of targeting doctrine. This understanding of the evolution of targeting doctrine, coupled with an accurate assessment of how commanders and planners currently apply doctrine, provides observations on the current effectiveness of systematic targeting procedures. Finally, this monograph provides an analysis of joint targeting effectiveness in the Joint Operational Environment and provides recommendations for improving joint targeting doctrine. The last section will conclude this study with a summary of the previous topics discussed and some closing thoughts on future joint targeting.
