Any attempt to destroy the authority of the taluqdars in their estates, and to disturb the filial relations that exist between them and their tenants, is a thing to be deprecated and deplored by all true friends of Oudh. The proper course of action of every one who has the lasting welfare of the Province at heart, should be not to attempt to under mine proprietary rights and to set the tenants against their landlords, but to convince misguided landlords that their interests are closely bound up with those of their tenants, and that their true strength lies in the happiness and prosperity of those who hold under them. To try to decry the Taluqdari system with a view to raise the present status of the ryots of Oudh, is likely to result in nothing more than in engendering bitter feelings between the landlords and their tenants, and thus defeat the very object our philanthropists set before them. Their aim should be not to sneer at the patriarchal institutions of India and to rudely shake the existing feudal organiza tion of the country, but to endeavour to combine order with progress - the statical with the dynamical forces of society. Book excerpt: Russian Rule in Samarkand examines the structures, personnel, and ideologies of Russian imperialism in Turkestan, taking Samarkand and the surrounding region as a case-study. The creation of a colonial administration in Central Asia presented Russia with similar problems to those faced by the British in India, but different approaches to governance meant that the two regimes often stood in stark contrast to one another. While the Russian administration was characterised by corruption and inefficiency, British rule in India was often more violent, and its subjects much more heavily taxed. Opening with the background to the political situation in Central Asia and a narrative of the Russian conquest itself, the book moves on to analyse official attitudes to Islam and to pre-colonial elites, and the earliest attempts to establish a functioning system of revenue collection. Uncovering the religious and ethnic composition of the military bureaucracy, and the social background, education and training of its personnel, Alexander Morrison assesses the competence of these officers vis-à-vis their Anglo-Indian counterparts. Subsequent chapters look at the role of the so-called 'native administration' in governing the countryside and collecting taxes, the attempt to administer the complex systems of irrigation leading from the Zarafshan and Syr-Darya rivers, and the nature and functions of the Islamic judiciary under colonial rule. Based on extensive archival research in Russia, India, and Uzbekistan, and containing much rare source material translated from the original Russian, Russian Rule in Samarkand will be of interest to all those interested in the history of the Russian Empire and European Imperialism more generally.

After rallying non-Urdu speaking leaders around him, Jinnah imposed a unitary definition of the new nation state that obliterated linguistic diversity. This centralisation - 'justified' by the Indian threat - fostered centrifugal forces that resulted in Bengali secessionism in 1971 and Baloch, as well as Mohajir, separatisms today. Concentration of power in the hands of the establishment remained the norm, and while authoritarianism peaked under military rule, democracy failed to usher in reform, and the rule of law remained fragile at best under Zulfikar Bhutto and later Nawaz Sharif. While Jinnah and Ayub Khan regarded religion as a cultural marker, since their time the Islamists have gradually prevailed. They benefited from the support of General Zia, while others, including sectarian groups, cashed in on their struggle against the establishment to woo the disenfranchised. Today, Pakistan faces existential challenges ranging from ethnic strife to Islamism, two sources of instability which hark back to elite domination. But the resilience of the country and its people, the resolve of the judiciary and hints of reform in the army may open a new and more stable chapter in its history.
