Book excerpt: Against the background of the repeated recourses to the Ta'if Agreement during t he 'National Dialogue' in March and April 2006, this thesis provides a reexamina tion of the agreement's genesis and content. The intention is to weave a picture of the different and divergent threads that paved the way for the Ta'if Agreeme nt. Three particular threads or dimensions are identified in the course of this account. The previous milestones of Lebanese constitutional history from the Reg lement Shakib Efendi to the National Pact form the first thread. This is followe d by an analysis of the developments in the field of peacemaking efforts during the protracted Lebanese Civil War. The third thread or dimension revolves around the political circumstances leading to the adoption of the Document of National Conciliation. In the context of these circumstances, the political events leadi ng up to the conference in Ta'if and the proceedings of the conference itself ar e elucidated. Subsequently, an overview of the Ta'if Agreement is provided. Beca use the aim of the thesis is to provide a reading of the accord in its initial s hape and without the hovering shadow of its subsequent implementation, the empha sis here concerns the shape of the political system as put forward by the Ta'if Agreement.

The chapters in this edited volume have been written by leading scholars and provide in-depth analyses of key issues in postwar Lebanon, including the performance of power-sharing, human rights, communal memory and sectarianism, conflict and peace, militias, political parties and elections. A core strength of the book is the multidisciplinary approach to understanding postwar Lebanon, ranging from political science, international relations, sociology, conflict and peace studies, history and memory studies. The multidisciplinary character of the book allows for a rich and detailed evaluation of the ongoing legacy and consequences of Lebanon’s postwar settlement. The book will be of interest to scholars, students and people interested in contemporary Lebanese politics and society. It will also be attractive for a wider international audience interested in the consequences of postwar power-sharing systems and peace processes. The chapters in this book were originally published as a special issue of the journal, Nationalism and Ethnic Politics.

Book Electoral Engineering

Download or read book Electoral Engineering written by Pippa Norris and published by Cambridge University Press. This book was released on 2004-02-09 with total page 384 pages. Available in PDF, EPUB and Kindle. Book excerpt: From Kosovo to Kabul, the last decade witnessed growing interest in ?electoral engineering?. Reformers have sought to achieve either greater government accountability through majoritarian arrangements or wider parliamentary diversity through proportional formula. Underlying the normative debates are important claims about the impact and consequences of electoral reform for political representation and voting behavior. The study compares and evaluates two broad schools of thought, each offering contracting expectations. One popular approach claims that formal rules define electoral incentives facing parties, politicians and citizens. By changing these rules, rational choice institutionalism claims that we have the capacity to shape political behavior. Alternative cultural modernization theories differ in their emphasis on the primary motors driving human behavior, their expectations about the pace of change, and also their assumptions about the ability of formal institutional rules to alter, rather than adapt to, deeply embedded and habitual social norms and patterns of human behavior.

Book The Book of the Jihad of Ali ibn Tahir al Sulami d 1106

Download or read book The Book of the Jihad of Ali ibn Tahir al Sulami d 1106 written by Niall Christie and published by Routledge. This book was released on 2017-07-05 with total page 427 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1105, six years after the first crusaders from Europe conquered Jerusalem, a Damascene Muslim jurisprudent named ’Ali ibn Tahir al-Sulami (d. 1106) publicly dictated an extended call to the military jihad (holy war) against the European invaders. Entitled Kitab al-Jihad (The Book of the Jihad), al-Sulami’s work both summoned his Muslim brethren to the jihad and instructed them in the manner in which it ought to be conducted, covering topics as diverse as who should fight and be fought, treatment of prisoners and plunder, and the need for participants to fight their own inner sinfulness before turning their efforts against the enemy. Al-Sulami’s text is vital for a complete understanding of the Muslim reaction to the crusades, providing the reader with the first contemporary record of Muslim preaching against the crusaders. However, until recently only a small part of the text has been studied by modern scholars, as it has remained for the most part an unedited manuscript. In this book Niall Christie provides a complete edition and the first full English translation of the extant sections (parts 2, 8, 9 and 12) of the manuscript of al-Sulami’s work, making it fully available to modern readers for the first time. These are accompanied by an introductory study exploring the techniques that the author uses to motivate his audience, the precedents that influenced his work, and possible directions for future study of the text. In addition, an appendix provides translations of jihad sermons by Ibn Nubata al-Fariqi (d. 985), a preacher from Asia Minor whose rhetorical style was highly influential in the development of al-Sulami’s work.

Book The Role of Telehealth in an Evolving Health Care Environment

Download or read book The Role of Telehealth in an Evolving Health Care Environment written by Institute of Medicine and published by National Academies Press. This book was released on 2012-12-20 with total page 159 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1996, the Institute of Medicine (IOM) released its report Telemedicine: A Guide to Assessing Telecommunications for Health Care. In that report, the IOM Committee on Evaluating Clinical Applications of Telemedicine found telemedicine is similar in most respects to other technologies for which better evidence of effectiveness is also being demanded. Telemedicine, however, has some special characteristics-shared with information technologies generally-that warrant particular notice from evaluators and decision makers. Since that time, attention to telehealth has continued to grow in both the public and private sectors. Peer-reviewed journals and professional societies are devoted to telehealth, the federal government provides grant funding to promote the use of telehealth, and the private technology industry continues to develop new applications for telehealth. However, barriers remain to the use of telehealth modalities, including issues related to reimbursement, licensure, workforce, and costs. Also, some areas of telehealth have developed a stronger evidence base than others. The Health Resources and Service Administration (HRSA) sponsored the IOM in holding a workshop in Washington, DC, on August 8-9 2012, to examine how the use of telehealth technology can fit into the U.S. health care system. HRSA asked the IOM to focus on the potential for telehealth to serve geographically isolated individuals and extend the reach of scarce resources while also emphasizing the quality and value in the delivery of health care services. This workshop summary discusses the evolution of telehealth since 1996, including the increasing role of the private sector, policies that have promoted or delayed the use of telehealth, and consumer acceptance of telehealth. The Role of Telehealth in an Evolving Health Care Environment: Workshop Summary discusses the current evidence base for telehealth, including available data and gaps in data; discuss how technological developments, including mobile telehealth, electronic intensive care units, remote monitoring, social networking, and wearable devices, in conjunction with the push for electronic health records, is changing the delivery of health care in rural and urban environments. This report also summarizes actions that the U.S. Department of Health and Human Services (HHS) can undertake to further the use of telehealth to improve health care outcomes while controlling costs in the current health care environment.

Book The Unraveling of Lebanon s Taif Agreement

Download or read book The Unraveling of Lebanon s Taif Agreement written by Joseph Bahout and published by . This book was released on 2016 with total page 26 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Since the upheavals that began in 2011, states in the Middle East with pluralistic, heterogeneous societies have collapsed, driving a renewed interest in sectarian power-sharing systems as possible models for these countries' rehabilitation. Lebanon has just such a system in which religious communities share power. Although it is flawed and unraveling in many ways, it has helped keep the country at peace and provides valuable lessons for the region"--Publisher's web site.

Book Hizb Allah in Lebanon

Download or read book Hizb Allah in Lebanon written by M. Ranstorp and published by Springer. This book was released on 1996-11-27 with total page 274 pages. Available in PDF, EPUB and Kindle. Book excerpt: The abduction of Western citizens by Hizb'Allah was motivated either by internal organisational requirements or in alignment with Syrian and Iranian interests, and mechanisms for the resolution of the hostage-crisis were subject to continuous interaction between Hizb'Allah, Iran, and Syria influenced by internal Lebanese, regional, and international events. The Western responses to the hostage-crisis showed limited effectiveness as the crisis management techniques were poorly adjusted in timing and direction to the actual crisis environment. With the exception of the French response, the overall employment of Western crisis management techniques showed disregard for the opportunities and constraints in the fluctuating relationship between Syria and Iran as well as the political environment within Lebanon which the Hizb'allah operates and exists. This was clear by their failure to rely on either Iran or Syria as the only channel in negotiations over hostages without regard to their individual ability to exert its influence over the Lebanese movement in accordance with shifts in their ties to Hizb'allah's command leadership between 1987-1991 and to the status of the Iranian-Syrian relationship over time, as displayed by the friction between 1986-92. This study provides a new approach in the study of terrorism by merging a case-study of the dynamics of the Lebanese hostage-crisis with an evaluation of Western responses through crisis management techniques in order to more closely resolve the dilemma of the fulfilment of these states' duty to protect their citizens taken hostage abroad, without major sacrifices in the conduct of foreign policy.
