This volume investigates the experiences of four middle-income countries - Brazil, India, China and South Africa - from 1920 to 2020, analysing if, when, and how these countries articulated a concern about social issues and social cohesion. Book excerpt: Social protection programs are crucial for stabilizing household income, especially during crises. Brazil's response to the pandemic, the Auxilio Emergencial (AE) program, demonstrated the value of a resilient social safety net and digital tools. This study assesses AE's effectiveness in income stabilization, poverty reduction, and inequality. Results show that the pre-pandemic social protection system would have only buffered about a quarter of income loss, with unemployment insurance more significant for higher-income households, and social safety net transfers crucial for lower-income households, especially those in informal employment. AE successfully supported lower-income households during the pandemic, but its generosity went beyond the stabilization of income, resulting in large fiscal costs.

Book excerpt: The World Bank is carrying out a program of Analytic and Advisory Activities (the Labor AAA) focused on the interface between social protection programs and labor supply and productivity. This focus relates to the debates in Brazil surrounding the issue of helping transfer beneficiaries graduate from poverty and from dependence on transfer incomes. The AAA is structured along two pillars. Pillar I addresses questions related to the impacts of explicit and implicit public transfers on labor supply and savings decisions. In particular, what is the effect of public transfers such as Bolsa Familia and those related to the social insurance system (pensions and unemployment) on work incentives, early entry and retirement, sector choice, and ultimately, public expenditures, human capital accumulation and growth. Pillar II focuses on program design and evaluation. The and goal is to identify how the portfolio of transfer and active labor market programs can be optimized to enhance the employability of the poor, help promote their graduation from poverty, and, ultimately, from dependence on transfer income. In addition, the Labor AAA includes a component to assess public perceptions about Social Protection programs. The Labor AAA is a living program that seeks to respond to questions posed by Brazilian policy-makers as they strengthen the education-social protection-labor market nexus. This approach is helping convene the different stakeholders at the federal level by bringing evidence and policy analysis to the debates.

It discusses many types of interventions that governments provide to individuals, families, or households, including categorical programs, poverty-targeted programs, labor benefits and services, disability benefits and services, and social services. The Sourcebook seeks to address concrete “how-to†? questions, including: • How do countries deliver social protection benefits and services? • How do they do so effectively and efficiently? • How do they ensure dynamic inclusion, especially for the most vulnerable and needy? • How do they promote better coordination and integration—not only among social protection programs but also among programs in other parts of government? • How can they meet the needs of their intended populations and provide a better client experience? The delivery systems framework elaborates on the key elements of that operating environment. The framework is anchored in core implementation phases along the delivery chain. Key actors, including people and institutions, interact all along that delivery chain. Those interactions are facilitated by communications, information systems, and technology. This framework can apply to the delivery of one or many programs and to the delivery of adaptive social protection. The Sourcebook structures itself around eight key principles that can frame the delivery systems mind-set: 1. There is no single blueprint for delivery systems, but there are commonalities, and those common elements constitute the core of the delivery systems framework. 2. Quality of implementation matters, and weaknesses in any of the core elements will negatively affect the entire system, reducing the impacts of the program(s) they support. 3. Delivery systems evolve over time, in a nonlinear fashion, and their starting points matter. 4. Efforts should be made to “keep it simple†? and to “do simple well,†? from the start. 5. The “first mile†?—people’s direct interface with administrative functions—is often the weakest link in the delivery chain; improving it may take systemic change but will greatly improve overall efficiencies and mitigate the risk of failures on the frontlines. 6. Social protection programs do not operate in a vacuum, and thus their delivery systems should not be developed in silos; synergies across institutions and information systems are possible and can improve program outcomes. 7. Social protection delivery systems can contribute more broadly to government’s ability to serve other sectors, such as health insurance subsidies, scholarships, social energy tariffs, housing benefits, and legal services. 8. The dual challenges of inclusion and coordination are pervasive and perennial and encourage the continuous improvement of delivery systems, through a dynamic, integrated, and human-centered approach.

The authors explain how the tactics employed by the Bolsonaro administration to dismantle bureaucracy and public policies, especially labour and social policies, find expression in the fiscal austerity measures recently inscribed in the Federal Constitution: a counter-democratic device employed by technical and financial elites to systemically derail the social protection system. Through this in-depth case study, the book presents new theoretical arguments and concepts that can be useful to understand the dynamics of such new regimes, and discussing similar cases in other contexts. Democratic governments in Brazil, driven by social movements and political actors, have strengthened social protection through a distinctive institutional architecture that combines the strengthening of public bureaucracies, the creation of intergovernmental networks, and the democratic instances of social participation and agreement. The contributions throughout this volume analyze these transformations in different sectors of public policy, such as labour, employment, pensions, food and nutrition security, health, and social assistance. Each contribution discusses the recent trajectory through a political analysis of the main actors and institutions, reform processes and policy changes, and the results achieved.
