Book excerpt: Excerpt from The System in German Schools We often hear or read of the German School System, but we must use this term advisedly and not to understand that the schools of the German Empire are under one head or authority. There are twenty - six States in the German Empire, including the free cities of Hamburg, Bremen, and Luebeck, each of which has its own system and is in no way connected officially with any other State. In fact, edu cation ln the German Empire, as in our own country, is left entirely to the individual States, yet the schools throughout the Empire are very much alike and similar in quality. There are several reasons for this. In the first place the courses in the Hoehere Schulen (secondary and College Education), are governed by the requirements of the Universities which are practically the same for the twenty-three Universities of the German Empire. The Classmal Gymnasium was the principal school until in the year 1900 when the King of Prus sia issued a decree admitting the graduates from the Reform Schools to the Universities on equal terms with those of the old Gymnasium. Since that time the growth of the Re fonm Schools, in which there is less emphasis put upon Latin and Greek or in which these subjects are made elective, has been very rapid. There is no question that the best teach ing, the most enthusiastic teachers, and the best equipment are found in the Reform Schools. There is likewise no question that the growth in these schools will increase in the future. The teachers of the Classical Schools fight the Reform Schools and insist that there is an effort made by the teachers in them to Almericanize the German Schools. In spite of this opposition, as in our own land, the people are turning more and more to these schools and are neglecting the study of the Ancient Classics. Book excerpt: The object of this book is twofold: first, to give an accurate picture of the German school system, especially that of Prussia, which was foremost in establishing a school system thorough in all respects; and second, to draw lessons from the same which can be applied in the American schools and for the improvement of her school systems. In order to obtain reliable information concerning the German schools it became necessary to examine a vast literature, as there is no single book in German giving a complete picture of the school system, and this would still leave many questions unsettled to the foreign student. Therefore it became necessary to study the subject on the ground where answers and explanations could be obtained from school officials and teachers. This study began twelve years ago, and four of these years have been spent in Germany. Access to the public libraries, and also to the private libraries of school men, together with the advice and assistance of many eminent teachers, have been of utmost value to me in securing correct data and in reaching absolute facts.Not less important was the actual inspection of schools, and this has been made in all parts of Germany; institutions of all kinds have been visited, from the school in the lonely village, where perhaps a single teacher instructs a hundred children, to the most complete school system of the largest city, and from the common school to the gymnasium and university. Uniform courtesy has ever been shown, and the school officials and teachers have never failed to give me an opportunity not only to see actual work, but also to obtain correct information concerning the schools.In regard to the second motive, that of suggesting reforms in the American schools, I trust no one will think that I believe in bodily transporting the German school system to American soil. There are certain reforms needed, and the sooner we recognize the fact and set about their introduction, the better for our schools and for the cause of education. We should be ready to learn from any and every source; and if Germany has anything good that we can apply, prejudice should not prevent its application. That Germany has some good things entirely applicable to our conditions, I believe these pages will show. The object is not to improve the German schools, therefore their defects-and they have serious defects-will not be given prominence....

This study of the integration of East and West German education following the collapse of the German Democratic Republic in 1989 focuses on policy formation and implementation during this period of great social and political turbulence. It is the result of a research project undertaken shortly after the unification. The authors lived in East Germany for a full year, looking carefully at individual schools, vocational training centers, teacher colleges, and universities. The book considers questions of how education policy is successfully formulated, conditions in which that policy is implemented and the consequences of the implemented educational reform. The first chapters present the context and history of German education and the later chapters discuss the unification and the formation of the new school laws and the successes and failures. The authors' research shows that even before the unification East Germans had already opted for a system consistent with West German education law. However, the West Germans disregarded these changes and imposed their own version of reform on East Germany. The German situation at this time is of great interest to all educators, particularly students of educational policy making, as well as researchers in political science, economics, and sociology.
