Book excerpt: Much theoretical literature has treated the intervention of army officers in politics as a phenomenon due essentially to "military" characteristics inherent in an army, and assumes that the officers have become politicians entirely of their own accord. Two leaders of the Arab Socialist Ba'ath Party in Syria, Akram al-Hourani and Salah Bitar, however, both stated that they encouraged young friends of theirs to enter the army, albeit for reasons other than to use the army in politics. Members of recent members of the Ba'ath Party, such as Muhammed 'Umran and Salah Jadid entered the officer corps. In February 1966 Ba'athist Salah Jadid executed a coup d'etat, overthrowing the regime of fellow Ba'athist officer Amin al-Hafez and dissolving the civilian Qaumi leadership of the Ba'ath Party. These events, then, give rise to the question whether the activities of the Ba'athist civilians could have had a role in this entrance of the Ba'athist officers into the political arena, contrary to the supposi¬tion that officers engage in politics due to "inherently military" characteristics. If so, the events give rise to the further questions of what led to the desire of the Ba'athist officers and civilians to enter the relationship giving rise to the officers' political participation, how the Ba'athists could enter the officer corps, how the Ba'athist officers could move into politically-influential positions in the army, and what the relationship between the Ba'athist civilians and the Ba'athist officers was. These events also give rise to the suggestions that the Ba'athist officers eventually controlled the Ba'athist civilians, and that the Ba'athist officers were divided among themselves. Thus, the questions occur as to how and why the Ba'athist officers reversed a relationship of deference to the Ba'athist civilians and controlled them, and as to how and why they were divided among themselves. Briefly, the Arab Socialist Ba'ath Party was formed in early 1954 by a merger between the Arab Ba'ath Party, led by Michel 'Aflaq and Salah al-Din al-Bitar, and the Arab Socialist Party led by Akram al-Hourani. After the merger, it existed on two levels, the Qaumi, or pan-Arab party, and the Qutri, or Syrian-wide party. In the period before 1958, covered by the first four chapters of this paper, the differences between the two was not important for the purpose of this study, and a reference to the Ba'ath Party means the Syrian Qutri.For the period after 1958, when the difference became quite important, the Qaumi and the Qutri are distinguished. Much of the information in this study comes from interviews with participants in the events who preferred not to be identified. Such material has been checked as carefully as possible, and while it is possible that same biased reporting has crept in, this student believes that the information is accurate.

Book excerpt: When Bashar al-Asad smoothly assumed power in July 2000, just seven days after the death of his father, observers were divided on what this would mean for the country’s foreign and domestic politics. On the one hand, it seemed everything would stay the same: an Asad on top of a political system controlled by secret services and Baathist one-party rule. On the other hand, it looked like everything would be different: a young president with exposure to Western education who, in his inaugural speech, emphasized his determination to modernize Syria. This volume explores the ways in which Asad’s domestic and foreign policy strategies during his first decade in power safeguarded his rule and adapted Syria to the age of globalization. The volume’s contributors examine multiple aspects of Asad’s rule in the 2000s, from power consolidation within the party and control of the opposition to economic reform, co-opting new private charities, and coping with Iraqi refugees. The Syrian regime temporarily succeeded in reproducing its power and legitimacy, in reconstructing its social base, and in managing regional and international challenges. At the same time, contributors clearly detail the shortcomings, inconsistencies, and risks these policies entailed, illustrating why Syria’s tenuous stability came to an abrupt end during the Arab Spring of 2011.
