Book excerpt: This paper reviews the experience to date in assessing countries’ compliance with the Basel Core Principles for Effective Banking Supervision (BCP). This review is based on 136 assessments conducted under the FSAP/OFC programs, using the methodology associated with the 1997 version of the BCP. It follows earlier reviews presented to the Board in 2000, 2002, and 2004. The Fund has developed a strong collaborative relationship with the Basel Committee in promoting financial stability, in particular, in its work through the FSAP program in assessing (together with the Word Bank) the quality of countries’ supervisory structures. Experience gained from these assessments are also being reported back to the Committee through the Fund’s participation in Basel working groups, and staff has also been actively involved in the update of the BCP in 2006, with the objective of maintaining the BCP’s relevance as a global standard of good practice.

Supervisors must ensure staff receive necessary training in their job duties, are actively supported to stay motivated to work proficiently and, at times, effectively assisted to improve their work performance. Supervisors have to overcome many challenges to fulfill these critical duties, often involving frequent changes in their staff work force and varying or limited resources. Complicating the job of staff supervisors is a lack of formal training necessary to perform their supervisory duties effectively. When supervisors do receive training in how to supervise staff work performance, the training is not always very useful. The training is frequently too general to equip supervisors with knowledge and skills to affect staff work performance on a routine basis. The training also is commonly based on unproven means of promoting quality staff performance, stemming from current fads or ideology that has little if any hard evidence to support the training content. Over the last five decades, a technology for supervising staff work performance in the human services has been evolving, derived from applied research conducted in many human service agencies. However, most supervisors have not had opportunities to become aware of these evidence-based means of fulfilling their supervisory duties. The purpose of The Supervisor's Guidebook is to describe the existing evidence-based approach to supervision. Description of the approach is supplemented with practical suggestions based on the authors' combined experience encompassing over 100 years of supervising staff performance in the human services. Book excerpt: [Abstract] Clinical supervision is fundamental to the teaching of psychotherapy and is a primary means by which practicing psychologists examine their clinical work and enhance their skills. A search of the literature reveals that little research has focused on the supervisory relationship, especially how the relationship is experienced by the supervisor. This is a phenomenological study that asks the question: How does the clinical supervisor experience the supervisory relationship? Open-ended interviews were conducted with ten Ph.D. psychologists, each with at least two years of experience as supervisors. Transcripts of the interview material were analyzed with the processes of Phenomenological Reduction and Eidetic Variation culminating in a final Textural-Structural Synthesis. This study finds that supervisors highly value their supervisory relationships. They find them enjoyable, enriching, and a way of making a meaningful contribution both to the profession of psychology and to the practice of psychotherapy. Supervisors are cautious and somewhat burdened by the responsibility they take on especially the legal liability. They feel protective of the clients of the supervisee and of the supervisees themselves. Supervisors see themselves as teacher, mentor, and supportive facilitator of the supervisee's effectiveness. They enjoy the relationship for the opportunity it brings to enter into an intense, creative process that improves their own skills as well as those of the supervisee. They work to create a supervisory relationship that provides an important supportive space in which the supervisee can explore and learn. The relationship deepens over time bringing increased comfort, openness, and friendship. When a sens of mutuality is not achieved the relationship dulls and an air of tolerance prevails. When supervision flourishes, the supervisor comes to regard the supervisee as a peer. In this apprenticeship process, supervisors become part of a professional heritage they value. Limitations of this study, and implications for training and practice are discussed.
