Up to 1770, the estimated area of Sundarbans was around 36,000 km2, but has reduced over time to 25,000 km2, due to reclamation. This loss and the related degradation of habitats has caused historical species extinction and population decline. Whereas biodiversity conservation within and beyond the protected areas has been the watchword since the 1990s (“biodiversity, aesthetic values and integrity”), the initial two hundred years of imperial and post-colonial forest management focused primarily on revenue and production forestry, to the detriment of the ecology of the area. Book excerpt: This book deals with environmental effects on both sides of the border between Bangladesh and India caused by the Ganges water diversion. This issue came to my attention in early 1976 when news media in Bangladesh and overseas, began publications of articles on the unilateral withdrawal of a huge quantity of water from the Ganges River through the commissioning of the Farakka Barrage in India. I first pursued the subject professionally in 1984 while working as a contributor for Bangladesh Today, Holiday and New Nation. During the next two decades, I followed the protracted hydro-political negotiations between the riparian countries in the Ganges basin, and I traveled extensively to observe the environmental and ecological changes in Bangladesh as well as India that occurred due to the water diversion. The Ganges, one of the longest rivers of the world originates at the Gangotri glacier in the Himalayas and flows across the plains of North India. Eventually the river splits into two main branches and empties into the Bay of Bengal. The conflict of diversion and sharing of the Ganges water arose in the middle of the last century when the government of India decided to implement a barrage at Farakka to resolve a navigation problem at the Kolkata Port.

Book excerpt: Since the Earth Summit of 1992, the concept of sustainable development has gained rapid interest in global policy debate—which incurs effective policy solutions in any forest management. Mangroves are coastal forests, commonly found in the tropics and subtropics, where they fulfil many necessary functions from the productive, protective, and social points of view. A large number of multidisciplinary actors ranging from international to local level are actively engaged with perceived issues concentrated on mangrove forest policies irrespective of any geographical location. Nonetheless, given their financial, technical, and expertise-related means, the active actors are expected to have a considerable degree of conflicts and competition showing formal and informal influences over policy issues. Moreover, by allocating financial means and sub-delegating authoritative power, actors at multiple jurisdictions may gain power and serve interests in mangrove governance. Hence, the study attempts to describe and explain the bureaucratic rivalry among the actors in mangrove forest policy and management at the meta-level. In doing so, the author employed the Sundarbans of Bangladesh — the world’s largest contiguous tract of mangrove forest – as an illustrative case in policy formulation and implementation.
