A conservative estimate would probably set at double, treble, or quadruple this number the notes and studies on the Suez Canal which have been published since 1901. A word of explanation about a further work on the Canal may therefore be called for. Throughout its history the Suez Canal has been the focus of con troversy and conflict, arising out of attempts to control this crucial point on the sea passage linking Europe with the east coast of Africa, India, the Far East and Australasia. Much of this troubled history yields more readily to political than to legal analysis. The most important single legal question about the Canal concerns the dimen sions of the right of free passage. That question has become of grave concern to the entire world community only with the war between the Arab States and Israel and the short-lived conflict of 1956-57 between France, Great Britain, and Israel on the one hand and Egypt on the other.

The political developments in the Eastern Mediterranean during the 19th and the first half of the 20th centuries, gave to the US opportunities to express, in the most explicit way, its anti-colonialism, the fervent support of open and democratic societies, and its willingness to openly confront tyranny and oppression whenever this was possible (or necessary) for American interests. Since that time, the region has been a testing ground for the core elements of American foreign policy deployed worldwide. The monograph shows the contributions of the United States during critical moments in the region, such as the First Barbary War (1801-1805), the introduction of Truman Doctrine, Washington’s role in the Suez Crisis, the Greek junta and the Imia Crisis of 1996. Book excerpt: China’s foreign policy in the Arab world is important because it reflects China’s general foreign policy. In this study, first published in 1981, the author draws upon a wealth of previously unpublished and inaccessible material to analyse Chinese attitudes in three cases: the two Arab liberation movements, the Palestine Resistance Movement and the Popular Front for the Liberation of the Oman, and the established and independent State of Kuwait. Since the Arab liberation movements played a significant political role within their fields of operation, it was necessary for China to decide whether these movements did actually fit in with Chinese foreign policy objectives. Dr Behbehani’s analysis of these two case studies provides the basis for a discussion of whether China’s motives in supporting the liberation movements are theoretical or purely practical. China’s support for Kuwait’s political internal continuity is related to the stability of the whole Gulf region. The author analyses Chinese support for Kuwait and the surrounding conservative states on two main bases, political and economic, in the form of trade. It is through these channels, particularly the economic one, that China has sought to establish itself in the Gulf and the Arabian peninsula.

The episode provides lessons about the lengths to which nations will go to secure their interests and the limits of the United Nation’s influence. How the UN uses its power is the point of contention. In 1956, Great Britain, France, and Israel believed the organization would protect their security interests through the unbiased maintenance of international law. Yet, as common in the Cold War, UN action was hampered. A war began and ended with a cease-fire in fifty-five hours. Three militarily superior armies won their tactical fights but were strategically defeated. Most notably, the influence of global authority shifted to the superpowers. Through all this, the UN changed its mission and purpose. The primary question therefore is did the UN resolve the 1956 Suez Crisis? Resolution had to include a status quo ante bellum, the return to the existing system before the war, or the recognition of a new international Regime. The UN’s ability to resolve such crises directly affects its legitimacy in the international community.
