Book excerpt: This paper employs the political settlements framework to address a gap in our understanding of variation in the growth of industries within resource-rich economies. It puts forward the proposition that the political settlement within which specific economic reforms are formulated and implemented accounts for the variation in the growth and decline of economic sectors. As a framework for analysis, the political settlement enables us identify a society's sources of instability, which could be horizontal (elite competition), vertical (societal redistribution demands) or external (oil shocks and donor pressures), the pressures they exert on a ruling elite, and the growth-enhancing or growth-retarding policy responses to address these pressures. Focusing on the telecommunications and oil sectors in Nigeria, the paper finds that, the external pressure operating through oil shocks and fiscal constraints on the ruling coalition at the end of military rule from 1999 generated growth-orientated policy responses in non-oil sectors such as telecommunications. Concurrently, the oil sector was insulated by successive ruling coalitions from reform, leading to its stagnation and decline. Three causal mechanisms are identified: 1. The nature of threats to the ruling elite explain the relative success of telecommunications liberalisation while the oil sector, insulated from reform, remained an instrument for dispensing patronage. 2. The capacity and resources of the ruling coalition in assembling a technocratic economic team and selectively empowering a domestic business class had a differential impact on the telecommunications and oil sectors. 3. The inequities in the distribution of benefits: of a growing telecommunications and broader service economy which responded to reforms, horizontally to a few elites and vertically to a small labour force heightened elite- and wider societal-distributional pressures on oil rents, which fostered inefficiencies in the oil sector, but also undermined the reforms' legitimacy. It is hoped that this paper contributes to our understanding of the political underpinnings of the on-going economic transformation in sub-Saharan Africa and generally, the mechanisms of variation in the growth and decline of economic sectors in resource-rich countries.

Book excerpt: Wheat flour and bread have played a central role in Sudan’s political economy throughout the country’s post-independence history. In 2019, increasing bread prices precipitated the protests that ousted the government of Omar al-Bashir. How has Sudan’s recent political transition and economic circumstances impacted distortions within the wheat value chain? What are the policy preferences of relevant stakeholders for improving the affordability of wheat products and the productivity of domestic wheat farmers? This paper addresses these questions by drawing on key informant interviews in Sudan and utilizing a political settlements approach, which captures the underlying distribution of power among elites and citizens. The post-revolution political settlement contains a much broader distribution of power shared between a civilian alliance movement and the military, each of which has distinct interests in the wheat value chain. The paper elucidates the preferences of different stakeholders to address policy distortions and discusses bottlenecks that need to be overcome for those options to be feasible. In doing so, the analysis reveals that, while the policy of subsidizing bread remains contentious, there are broader coalitions for interventions related to regulatory and monitoring reforms, improvements in domestic wheat procurement, enhanced agricultural investments, and targeted cash transfers to cushion subsidy reductions.

In its relatively short modern history, Nigeria has survived five military coups as well as separatist and religious wars, is mired in an active armed insurgency, is suffering from disastrous ecological conditions in its Niger Delta region, and is fighting one of the modern world's worst legacies of political and economic corruption. A nation with more than 350 ethnic groups, 250 languages, and three distinct religious affiliations--Christian, Islamic, and animist Nigeria's 135 million people today are anything but homogenous. Of Nigeria's 36 states, 12 are Islamic and under the strong and growing influence of the Sokoto caliphate. While religious and ethnic violence are commonplace, the federal government has managed to strike a tenuous balance among the disparate religious and ethnic factions. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
