Book excerpt: This book examines the substance of European Union (EU) democracy promotion by comparing it with norms of governance that other international actors promote, among them the United Nations, the United States, the Central and East European EU member states, Russia, China and non-governmental organizations. It aims is to gain a better understanding of the EU’s democracy promotion agenda and to learn more about the (in)distinctiveness of the norms diffused by the EU. Building on a common conceptual chapter, the contributions follow different theoretical approaches and research designs, and focus on a diversity of case studies. The book concludes that in comparison with other international actors, the EU’s conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also ‘technical’ democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames. This indicates a distinct character of the substance of EU democracy promotion, which can be linked to the nature of the EU polity. This book was published as a special issue of the Cambridge Review of International Affairs.

To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. Book excerpt: Democracy promotion in the Middle East and North Africa (MENA) remains a central pillar of the foreign policy the European Union (EU). Rather than concentrating on the relations between the incumbent authoritarian regimes and the opposition in the relevant countries, and on the degree to which these relations are affected by EU efforts at promoting democracy, human rights and the rule of law (an outside-in approach), this collection of articles inverts the focus of such relationships and attempts to look at them ‘inside-out’. While some contributions also emphasise the ‘outside-in’ axis, given that this continues to be analytically rewarding, the overarching thrust of this book is to provide some empirical substance for the claim that EU policy making is not unidirectional and is influenced by the perceptions and actions of its ‘targets’. Thus, the focus is on domestic political changes on the ground in the MENA and how they link into what the EU is attempting to achieve in the region. Finally, the self-representation of the EU and its (lack of a) clear regional role is discussed. This book was published as a special issue of Democratization.
