Book excerpt: A new concept of `Indo-Pacific` has entered into the geopolitical discourse and the lexicon of International Relations. There is no unanimity of views on the definition of the emerging concept of Indo-Pacific. Yet, Indo-Pacific region as a new geopolitical concept appears to have come to stay. Three major developments have taken place in recent years leading to emergence of the concept of `Indo-Pacific` that does not replace but subsumes the geopolitical construct, hitherto known as the `Asia-Pacific`. The newest development, of course, is the rise of India as an economic powerhouse and influential political actor in world affairs, particularly in Asian affairs. Second most important development is China`s assertive foreign policy and use of military strength to assert its sovereignty on disputed islands in the South China Sea. The third important development is erosion of self-confidence of Association of Southeast Asian Nations (ASEAN) that used to display its image as a triumphant political grouping in a region, despite diversity in terms of political system, economic philosophy, religious beliefs and socio-cultural traditions. The present book is a by-product of two days of intense deliberations among large number of scholars on various issues and challenges faced by the countries of the Indo-Pacific region. The book includes the perspectives of major powers in the Indo-Pacific, analyses critical regional security issues, such as sovereignty issues in South China Sea, the rise of QUAD, role of soft power, challenges to ASEAN centrality and regionalism, and examines the non-traditional security threats, such as terrorism, nuclear proliferation, environmental degradation, drugs trafficking and health hazards.

Book excerpt: Since its origins in late eighteenth-century European thought, the idea of placing a regional frame around the Pacific islands has never been just an exercise in geographical mapping. This framing has always been a political exercise. Contending regional projects and visions have been part of a political struggle concerning how Pacific islanders should live their lives. Framing the Islands tells the story of this political struggle and its impact on the regional governance of key issues for the Pacific such as regional development, resource management, security, cultural identity, political agency, climate change and nuclear involvement. It tells this story in the context of a changing world order since the colonial period and of changing politics within the post-colonial states of the Pacific. Framing the Islands argues that Pacific regionalism has been politically significant for Pacific island states and societies. It demonstrates the power associated with the regional arena as a valued site for the negotiation of global ideas and processes around development, security and climate change. It also demonstrates the political significance associated with the role of Pacific regionalism as a diplomatic bloc in global affairs, and as a producer of powerful policy norms attached to funded programs. This study also challenges the expectation that Pacific regionalism largely serves hegemonic powers and that small islands states have little diplomatic agency in these contests. Pacific islanders have successfully promoted their own powerful normative framings of Oceania in the face of the attempted hegemonic impositions from outside the region; seen, for example, in the strong commitment to the ‘Blue Pacific continent’ framing as a guiding ideology for the policy work of the Pacific Islands Forum in the face of pressures to become part of Washington’s Indo-Pacific strategy.

Remaking Area Studies not only makes the case for more culturally sensitive and empowering forms of area studies, but indicates how these ideas can be translated into effective student-centered learning practices through the establishment of interactive regional learning communities. This pathbreaking work features original contributions from leading theorists of globalization and critics of area studies as practiced in the U.S. Essays in the first part of the book problematize the accepted categories of traditional area-making practices. Taken together, they provide an alternative conceptual framework for area studies that informs the subsequent contributions on pedagogical practices. To incorporate critical perspectives from the "areas studied," chapters examine the development of area studies programs in Japan and the Pacific Islands. Russia will be one of the countries most affected by climate change. No major power is more economically dependent on the export of hydrocarbons; at the same time, two-thirds of RussiaÕs territory lies in the arctic north, where melting permafrost is already imposing growing damage. Climate change also brings drought and floods to RussiaÕs south, threatening the countryÕs agricultural exports. Thane Gustafson predicts that, over the next thirty years, climate change will leave a dramatic imprint on Russia. The decline of fossil fuel use is already underway, and restrictions on hydrocarbons will only tighten, cutting fuel prices and slashing RussiaÕs export revenues. Yet Russia has no substitutes for oil and gas revenues. The country is unprepared for the worldwide transition to renewable energy, as Russian leaders continue to invest the national wealth in oil and gas while dismissing the promise of post-carbon technologies. Nor has the state made efforts to offset the direct damage that climate change will do inside the country. Optimists point to new opportunitiesÑhigher temperatures could increase agricultural yields, the melting of arctic ice may open year-round shipping lanes in the far north, and Russia could become a global nuclear-energy supplier. But the eventual post-Putin generation of Russian leaders will nonetheless face enormous handicaps, as their country finds itself weaker than at any time in the preceding century. Lucid and thought-provoking, Klimat shows how climate change is poised to alter the global order, potentially toppling even great powers from their perches.
