In this material the study of managing the change with the help of Business Process Reengineering (BPR) implementation and its contribution to service delivery was conducted in 2009 by considering Mekele University, one of the higher education institutions in Ethiopia. The objectives of the study were to assess how change implemented in the University was managed and what were its contributions to service delivery. In order to achieve these objectives, descriptive survey research method was employed. Analysis of data revealed that the university has made significant efforts in implementing BPR and brought about remarkable results in the areas of student services. On the other hand, the university faced several challenges in the course of implementing BPR. The major challenges were the ICT infrastructure that was to capacitate the change remained a plan and employees were not motivated to implement the change. This work is important for professionals in the management sciences and for anyone who has interest in efficient and effective work environment in order to achieve organizational objectives.

Book excerpt: In 1996, the Ethiopian government introduced the Civil Service Reform Program (CSRP) to disentangle the intricacies of the old bureaucratic system, and to build a fair, responsible, efficient, ethical and transparent civil service that accelerates and sustains the economic development of the country. However, lack of competent personnel, prevalence of attitudinal problems and absence of a strong institutional framework constrained the success of the reform. To reinvigorate the CSRP, the Ethiopian government has been implementing BPR in public organizations since 2004. In this regard, there are claims and counter-claims on the effectiveness of BPR implementation in improving the performance of public organizations. Motivated by such claims, this research has assessed the design, challenges, implementation and outcome of BPR in four public organizations using questionnaires, interviews, observations and review of secondary sources.

Book excerpt: This dissertation examines how human resources are managed at selected Ethiopian private companies, how Ethiopian human resource management practice is evolving and how it can be improved. The examination is qualitative and exploratory, since no comparative research on human resource management has yet been conducted at Ethiopian profit or non-profit organizations. An understanding of Ethiopian human resource management practice makes it possible to improve Ethiopian human resource management practice, and thus to increase employee productivity. The study took place at four manufacturing and four service companies in Addis Ababa, all representative of their sector. The research claim is that Ethiopian human resource management practices differ from human resource management practices in the West, due to differences in cultural factors, economic systems, political systems, and legal and industrial relations. For this reason, Ethiopia s culture, politics, economy and legal and industrial relations have been analyzed. The main finding of this study is that the importance of human resource management is not uniformly understood at all the case-study companies. Although the multinational companies based in Ethiopia see their human resources as the companies most important asset, as human capital, the local companies generally do not. The fact that respondents claim that Ethiopia has limited experience in industrialization might explain why human resource management in Ethiopia is rudimentary and still has a long way to go. With this dissertation the researcher wants to contribute to improving Ethiopian human resource management practice. Moreover, this dissertation may be used as a framework for similar research in other sectors or for more specific in-depth research. This dissertation may also serve as a knowledge base for company managers, business consultants, academics and government officials of countries with a national culture similar to Ethiopia s (for example Kenya, Tanzania and Zambia), countries undergoing (or which have undergone) a recent transition to a free market economy, and countries facing similar macro-economic developments.

This study is a cross-sectional quantitative and qualitative research on assessing the challenges of change army implementation. However, some research findings indicates that, when new scenario is introduced, the civil service effectiveness is inhibited by many administrative bureaucracies. However, leadership style and resistance to change are the major factors studied. Simple random sampling technique with stratification is employed to select 353 respondents. The researchers used a semi-structured questionnaire and focus group discussion to collect data. Data presentation, analysis and interpretation are made with the aid of descriptive statistics .the application of the change army scenario is highly inhibited by misunderstanding and poor leadership, the awareness level and perception of employees towards change army implementation is too much low. Inadequate resources, lack of motivation of leaders and employees, and lack of leadership support are most challenges during change army implementation. Therefore, the reality of the change army concepts and goals needs to be well communicated; the change army’s working manual which presents the overall job descriptions of change army team leaders and each members should be known by everyone and it must be documented, as well. Because-change army leaders and team members need to internalize the concept of the change army scenario. The knowledge gap of the change army leaders about the new scenario needs to be successfully addressed through effective training initiatives so that leaders can have exemplary leadership roles.

In response, greater attention to and funding for climate change adaptation—including the efforts of National Adaptation Programmes of Action (NAPAs), the Least Developed Country Fund, the Special Climate Change Fund, the Adaptation Fund, and the E.U. Global Climate Change Alliance—provide an opportunity for institutional, organizational, and human-capacity strengthening. This study was conducted to explore the challenges and opportunities for building human, organizational, and institutional capacity for more effective climate change adaptation in developing countries. It is part of a larger research project titled “Enhancing Women’s Assets to Manage Risk under Climate Change: Potential for Group-Based Approaches,” which is being conducted to help organizations better understand ways in which development projects can assist rural households in adapting to and managing the effects of climate change. This report provides some reflections and insights on the level of awareness, practices, and organizational and institutional issues being faced by countries as they adapt to climate change, based on interviews with 87 practitioners working in government agencies, local organizations, international organizations, and think thanks reporting involvement in climate change adaptation. Data were collected in Bangladesh, Ethiopia, Kenya, and Mali using both an e-survey platform and face-to-face interviews. Responses reveal active work within these organizations on climate change adaptation and emphasize their important role in the countries’ efforts to address and adapt to climate change. Responses also reveal strong awareness among these organizations of different aspects of climate change adaptation along the different stages in a climate change adaptation project cycle, which may be a reflection of the active discussions and awareness campaigns during NAPA development in these countries. However, despite the awareness and presence of national strategies and action plans, there seem to be no explicit and clearly defined policy and strategy within these organizations outlining their role in and contribution to the national and collective efforts and, more importantly, no explicit and measurable targets and monitoring and evaluation (M&E) system to track progress and outcomes over time. Reported capacity gaps can be grouped into two categories: training needs and institutional challenges. In many organizations, there is limited awareness of and emphasis on the need for participation of target groups and beneficiaries during design and planning of climate change adaptation projects. In addition, many respondents reported a need for greater attention to issues related to profitability, financial sustainability, and market access from climate change project design to M&E. Finally, respondents emphasized that climate change projects should pay greater attention to gender, social, political, and cultural issues in their design and implementation. Reflections of respondents also highlighted the need for organizational capacity strengthening for those local organizations working in and providing services to rural communities, and for promoting a culture of impact and M&E within these organizations, in addition to the reported training needs in climate change management and in gender and social analysis. While this report provides some insights, further empirical analyses are needed to discover more details on strategies that could help trigger mind-set and organizational culture change and to capture the complexity of organizational and institutional issues hindering climate change adaptation efforts that aim at reducing vulnerability and contributing to development outcomes.

This report examines how Ethiopia s Health Extension Program (HEP) has contributed to the country s move toward Univeral Health Coverage (UHC), and to shed light on how other countries may learn from Ethiopia s experiences of HEP when designing their own path to UHC. HEP is one of the government s UHC strategies introduced in a context of limited resources and low coverage of essential health services. The key aspects of the program include the capacity building and mobilization of more than 30, 000 Health Extension Workers (HEWs) targeting more than 12 million model families, and the mobilization of health development army ? to support the community-based health system. Using the HEP-UHC conceptual model and data from Demographic and Health Surveys, the study examines how the HEP has contributed to the country s move toward UHC. During the period that the HEP has been implemented, the country has experienced significant improvements in many dimensions: in terms of socioeconomic, psychological, behavioral, and biological dimensions of the beneficiaries; and in terms of the coverage of health care services. The study finds an accelerated rate of improvements among the rural, less-educated, and the poor population, which is leading to an overall reduction in equity gaps and improvements in the equity indicators including the concentration indices - that suggest a more equitable distribution of resources and health outcomes. The HEP in Ethiopia has demonstrated that an institutionalized community approach is effective in helping a country make progress toward UHC. The elements of success in the HEP include the emphasis on community mobilization which identifies community priorities, engages and empowers community members, and supports their ability to solve local problems. The other aspect of HEP is the emphasis on institutionalization of the activities, which addresses the sustainability of community programs through high level of political commitment, and effective coordination of national policies and leveraging of support from partners. These findings may offer useful lessons for other low income countries facing similar challenges in developing and implementing a sustainable UHC strategy.
