Book excerpt: Excerpt from Missouri's Struggle for Statehood: 1804-1821 To relate in an accurate manner the story of Missouri's struggle for statehood, of her first constitutional convention and constitution, and of her first state election and legislature, has been my purpose. The birth of a state is an important event. The travail of the State of Missouri was especially significant even in the history of the Nation. Congress alone was forced to adopt two compromises after four sessions of debate before the "Missouri Question" was settled. The existence of slavery in new states and territories was for the first time the great problem in public discussion and Congressional debate. The national side of Missouri's struggle for statehood has received more or less attention from writers: the local side has been passed over with little comment. The latter made its appeal to me over six years ago. Beginning in 1909 and continuing to 1911, I made a study of the history and origin of the Missouri constitution of 1820. During the years following I enlarged this study to its present scope. Few secondary works were used in this volume. Private and public manuscripts, laws, constitutions, journals of legislative bodies and constitutional conventions, memoirs and newspapers, have been the bases of most statements. The chief defect of the work lies in its lack of a Bibliography. This has been largely remedied, however, by the foot-notes which explain where the material consulted may be found. To a number of persons I am indebted for aid. For suggestions and criticisms of a literary character, I beg to acknowledge the kind services of Profs. H. M. Belden, A. H. R. Fairchild and H. McC. On the next day, February 13,1821, Mr. Livermore made his motion for reconsideration. Some of the friends of Missouri opposed the motion for reconsideration, partly because they would not have Missouri burdened with any conditions whatever, holding that she was only kept out of the Union by violence and injustice; partly because, as in the case of Mr. Randolph, of Virginia, they held that the battle had been fairly fought and won by the other side, and that another way must be found to settle this question. Mr. Clay made a successful plea for reconsideration, and again the House plunged into a heated debate. At this stage of the controversy Mr. Pinckney, of South Carolina, made a notable speech. He considered that the country "had now arrived at the most awful period which had hitherto occured on this delicate and distressing subject." He quoted from a letter cf Jefferson, lately published, indicating the portentous character of the Missouri question. 'I agree perfectly with him, ' said Mr. Pinckney, "and J consider this, beyond all comparison, the second question in importance which has been agitated among us since our revolt from the parent State. The first was the memorable declaration which confirmed the Union and gave birth to the independence of our country. This is the only one which may, in its consequences, lead to the dissolution of that very Union, and prove the deathblow to all our political happiness and national importance. I express this fear from the fact that gentlemen of the opposition have seen fit to throw off the veil and expressly declare their intention to leave this question to...

If, in a land that ought to be great as well as free, such counsels and conduct are proposed, will they not be indignantly spurned by a people whose magnanimity is invoked by their destinies, and by glory and honor? The great controversy of State rights at issue during the struggle it is not proposed to treat as a practical question 3 that must abide the arbitrament of arms; nor am I about to write altogether history, properly so called. My desire is to sketch some memoirs and record some events, whose character Will be at once historical and personal. Their military connection will include the campaigns of the First Missouri (confederate) brigade, of which, I am proud to say, I was a member. These troops were those that followed the fortunes of our gallant old hero, General Sterling Price, to the east side of the Mississippi, and served on that side to the close of the war. The narrative will be faithful to truth; at least, if there be errors, they will not be from intention. My motive in writing is partly to illustrate the life of the soldier. The military memoirs and histories of the day appear to be devoted exclusively to the lives, characters and exploits of distinguished chiefs, and the most important events connected with their career, or calculated to embellish general history. I wish to introduce the reader into the tents and around the camp-fires of the common soldier - to scenes with which I was long familiar; while at the same time we will go with him in the ranks, upon those fields made memorable and glorious by his courage and devotion.
