Degrees of Freedom compares and contrasts these two societies in which slavery was destroyed by war, and citizenship was redefined through social and political upheaval. Both Louisiana and Cuba were rich in sugar plantations that depended on an enslaved labor force. After abolition, on both sides of the Gulf of Mexico, ordinary people--cane cutters and cigar workers, laundresses and labor organizers--forged alliances to protect and expand the freedoms they had won. But by the beginning of the twentieth century, Louisiana and Cuba diverged sharply in the meanings attributed to race and color in public life, and in the boundaries placed on citizenship. Louisiana had taken the path of disenfranchisement and state-mandated racial segregation; Cuba had enacted universal manhood suffrage and had seen the emergence of a transracial conception of the nation. What might explain these differences? Moving through the cane fields, small farms, and cities of Louisiana and Cuba, Rebecca Scott skillfully observes the people, places, legislation, and leadership that shaped how these societies adjusted to the abolition of slavery. The two distinctive worlds also come together, as Cuban exiles take refuge in New Orleans in the 1880s, and black soldiers from Louisiana garrison small towns in eastern Cuba during the 1899 U.S. military occupation. With the onset of the federal occupation of New Orleans in 1862, scalawags challenged the restoration of the antebellum political and social orders. Derided as opportunists, uneducated "poor white trash," Union sympathizers, and race traitors, scalawags remain largely misunderstood even today. In The Louisiana Scalawags, Frank J. Wetta offers the first in-depth analysis of these men and their struggle over the future of Louisiana. A significant assessment of the interplay of politics, race, and terrorism during Reconstruction, this study answers an array of questions about the origin and demise of the scalawags, and debunks much of the negative mythology surrounding them. Contrary to popular thought, the southern white Republicans counted among their ranks men of genuine accomplishment and talent. They worked in fields as varied as law, business, medicine, journalism, and planting, and many held government positions as city officials, judges, parish officeholders, and state legislators in the antebellum years. Wetta demonstrates that a strong sense of nationalism often motivated the men, no matter their origins. Louisiana's scalawags grew most active and influential during the early stages of Reconstruction, when they led in founding the state's Republican Party. The vast majority of white Louisianans, however, rejected the scalawags' appeal to form an alliance with the freedmen in a biracial political party. Eventually, the influence of the scalawags succumbed to persistent terrorism, corruption, and competition from the white carpetbaggers and their black Republican allies. By then, the state's Republican Party consisted of white political leaders without any significant white constituency. According to Wetta, these weaknesses, as well as ineffective federal intervention in response to a Democratic Party insurgency, caused the Republican Party to collapse and Reconstruction to fail in Louisiana.

What emerges from the literature is a clear critique of racism, an embrace of self-defense, and the belief that they deserved reparations for lost labor. Enslaved laborers thought for themselves, imagined themselves, and made themselves. Moreover, their descendants share this moral legacy as a foundation for citizenship and participation in democracy.

In the last decade before the Civil War, tensions over slavery in West Feliciana Parish, Louisiana, led to the separation of free people of color from their white counterparts. But until the 1850s, free people of color had lived and thrived there. The free people of color who inhabited West Feliciana Parish were not a settled population with a common background or a long history of freedom. Some entered the parish already free, others purchased their freedom, while others had been freed by slaveholders for differing reasons. Regardless of how they arrived in the parish, they found themselves in a community that valued the talents and skills they had to offer without regard to the color of their skin. These individuals were integrated into their community, lived among white neighbors, provided needed services, and owned successful businesses. Using extensive archival research, including court records, government documents, legal citations, and periodicals, Wilson interprets the lives, experiences, and contributions of free people of color in West Feliciana Parish. The integral role that these free people of color played in the parish complicates common understandings of the antebellum South.

France, like many other European nations and the United States, maintained an active slave trade well into the 19th century. Slave revolts were frequent despite the harsh consequences that typically resulted when the uprising failed in obtaining freedom. The Louisiana Slave Revolt of 1811 was the largest to date in the United States. By some estimates, as many as 500 slaves joined the uprising in hopes of creating a free state in New Orleans. The attempt to gain freedom failed. Despite the failure of the rebellion, the incident stoked the coals of resistance against slavery that simmered until over 20,000 African Americans joined the Union Army during the Civil War and finally brought about an end to slavery. The slave uprising on the German Coast in 1811 was the largest in American history. Sadly, historians ignored the event except for a handful of publications devoted to the incident, and many early reports were biased in favor of the planters. The details are sketchy at best, even today. Much of what we know about the uprising comes from historical and government records, and most of these earliest versions presented a biased account favoring the planters. I became aware of the event much by accident, but the story captured my attention.
