Book excerpt: Annotation The dissolution of the Soviet Union and the breakdown of all previously established production and trading practices has forced Ukraine to confront the demands imposed by a market-based economy. The food and agriculture sector is still in the early stages of the transition toward private ownership and market- based decisionmaking. The adjustment is difficult because of the country's long history of distorted prices, government intervention, and monopolistic marketing and because of the built-in inefficiencies of the collective and state farm systems. This report describes the current status of the food and agriculture system and the continuing process of transformation. It also provides an agenda and recommendations for maintaining the reform process. The main chapters highlight the development of a market framework and competitive strategies, land reform and privatization, and ways of improving farm production and efficiency. Book excerpt: The agri-food sector is an important part of the Ukrainian economy. Agriculture could make an even larger contribution to economic growth and the vitality of rural areas in Ukraine than is currently the case. Ukraine has the agro-climatic potential to be a major player on world agricultural markets. Agricultural competitiveness in Ukraine also suffers from inadequate systems to test and document food product quality and food safety. Ukraine's food safety control system is complicated and characterized by fragmented and often overlapping jurisdictions. Many standards applied in Ukraine are inconsistent with World Trade Organization (WTO) provisions, with standards established by the responsible international bodies and with accepted practices in international trade. Without improvements towards an efficient and internationally recognized food quality and safety control system, Ukrainian agriculture will find it increasingly difficult to sell into international markets and its products will not be able to command top prices. The ban on Ukrainian meat, eggs, fish, cheese, milk and butter imposed by Russia in mid-January 2006 provides an example of the disruptions that can result. This negative impact on competitiveness will be increasingly acute for more perishable products, higher-processed products and products that combine different agricultural raw materials - in other words many high-value added products. Policy reforms and investments could greatly increase the competitiveness of Ukrainian agriculture. In the policy sphere, greater restraint should be exercised in the area of trade, market and price policy. Ad hoc intervention on agricultural markets should be reduced. Accession to the WTO is an important and encouraging signal that policy makers are willing to adopt less intrusive and more stable trade, market and price policies. In the investment sphere, priorities include food safety monitoring and certification systems, trade infrastructure and logistic capacity, food chain management, technical advisory and market information systems, streamlined and transparent customs procedures, land markets, and research and education institutions.

Managers of reorganized farm enterprises give a much more positive assessment of the behavioral patterns of their workers than managers of non-reorganized farms." Agriculture remains the main source of employment and livelihood for the large rural population of many transition countries, especially among the former Soviet republics. Accordingly the World Bank continuously monitors the progress of land reform and farm restructuring in the region because of the potential impact of these processes on rural development and poverty alleviation in rural areas. The present study on Ukraine is the latest addition to a long and growing series of World Bank publications on land reform and farm restructuring in the former socialist countries of Europe and Central Asia. The unique feature of all these publications is their reliance on first-hand empirical information collected through extensive farm surveys of various rural constituencies. Farm surveys have been conducted by the World Bank in many countries of the CIS (Russia, Ukraine, Moldova, Armenia, Georgia, Turkmenistan, Belarus) and Central and Eastern Europe (Poland, Romania, Bulgaria, Hungary, Albania). Analysis of survey findings enables the World Bank to base its policy dialogue with governments in the region on solid empirical facts, making the Bank's recommendation much more credible and relevant. The new findings for Ukraine will similarly provide a platform for useful policy discussions with this country's government and supply the many international donors active on the local scene with essential information for the design of their strategic programs.

The findings show that the growth of private farming has slowed down after a vigorous start and that the number of independent family farms appears to have stabilized at around 33,000. Distribution of land and asset shares has been completed in roughly half the farms surveyed. Ukrainian agriculture remains dominated by large collective structures, and the failure of large farms to adapt to new economic conditions has resulted in a distinct deterioration of their financial performance. The survey suggests that land reform in Ukraine is in danger of stagnation and that the government must create the necessary institutional and market conditions to invigorate reforms.

Besides identifying the relevant actors in the policy domain and their interrelations, the study aims to shed light on preferences and general orientation about topical agricultural issues. The results differentiate between four ideological clusters preferring similar positions. Further objectives refer to the influence of institutional and structural factors on the determination of policy outcomes under different scenarios. To this end, the study not only deals with the constitutional order of the political system, in which decisions are formally adopted and implemented, but also with role and access structures of agricultural interest groups. The measured overall political control outflow from politicians to the interest groups amounts to 16.5%. Furthermore, the work econometrically examines the influence of special interests on agricultural trade policy formation and finds evidence that lower import-to-output ratios lead to higher protection levels in sectors dominated by commercial agriculture.

However, in free trade agreements involving the European Union, agriculture is always given special treatment and subject to less and slower liberalization than other sectors. This paper employs the standard Global Trade Analysis Project model in order to assess how World Trade Organization accession affects agriculture in Ukraine, and how potential bilateral tariff cuts may interact with potential productivity gains within Ukrainian agriculture. The results indicate that, due to trade liberalization, Ukraine can expect gains from a more efficient allocation of its resources in line with comparative advantage, leading to an increase of production and exports of wheat, other grains, and oilseeds, but also of several processed food products that benefit from less expensive intermediate inputs. However, Ukraine's exports are concentrated on a small number of destinations, especially Russia and some other Former Soviet Union countries because they fail to meet quality standards elsewhere. When Ukrainian production of these products increases due to increased allocative efficiency, exports to Russia increase further and prices there fall, generating negative terms of trade effects that largely offset the allocative gains. Ukrainian imports of agricultural products increase as well, partly because Ukrainian consumers switch to higher quality imported goods even though domestic production increases. Regarding free trade agreement negotiations with the European Union, these results highlight for Ukraine the fact that improved agricultural productivity will help to get most out of improved market access. However, the results also highlight for Ukraine the great importance of adopting internationally accepted quality standards in order to diversify its export structure.
