Recommendations for reducing the shortfalls include: creating and following a clear and ambitious plan to re-establish a very strong merchant marine, continuation of present plans for improving C-5 and C-141 inventories and adding to the Civil Reserve Air Fleet (CRAF), developing and purchasing the C-X aircraft and prepositioning trucks and Material Handling Equipment (MHE) for contingency use only, constructing and prepositioning floating piers with cranes, and developing a CONUS railroad net structured after the defense highway net.
