Recent technological advances are making shale gas reserves increasingly accessible and their recovery more economically feasible. This resource is already being exploited in South Africa, China, the United States and Canada. Shale gas is being produced in large volumes, and will likely be developed in coming years on every continent except Antarctica. Depending on factors such as future natural gas prices and government regulations, further development of shale gas resources could potentially span many decades and involve the drilling of tens of thousands of hydraulically fractured horizontal wells. This development is changing long-held expectations about oil and gas resource availability; several observers have characterized it as a game changer. Abundant, close to major markets, and relatively inexpensive to produce, shale gas represents a major new source of fossil energy. However, the rapid expansion of shale gas development over the past decade has occurred without a corresponding investment in monitoring and research addressing the impacts on the environment, public health, and communities. The primary concerns are the degradation of the quality of groundwater and surface water (including the safe disposal of large volumes of wastewater); the risk of increased greenhouse gas (GHG) emissions (including fugitive methane emissions during and after production), thus exacerbating anthropogenic climate change; disruptive effects on communities and land; and adverse effects on to human health. Other concerns include the local release of air contaminants and the potential for triggering small- to moderate-sized earthquakes in seismically active areas. These concerns will vary by region. The shale gas regions can be found near urban areas, presenting a large diversity in their geology, hydrology, land uses, and population density. The phrase environmental impacts from shale gas development masks many regional differences that are essential to understanding these impacts.

Since rough quantities of shale gas have been exploited in North America, the global gas markets are changing. The European gas market is also affected by these changes which are characterized by an increasing gas supply and declining prices. Since Europe also has shale gas resources, the production of this unconventional gas might be attractive now. The present report investigates and evaluates the shale gas potentials in Europe. Against the background of energy policy targets like supply security and carbon emissions reduction, the option of shale gas as solution approach for these targets has to be evaluated. Although the production is meanwhile mostly profitable, active exploitation in Europe is not yet carried out because environmental concerns and the “green” lobby are countering. Nonetheless, shale gas is most likely to take a significant share of the future energy mix.

We summarize the history of shale gas usage and the recent increase in its prominence as a source of energy, as well as some of the relevant policy and media issues which have been discussed. We identify questions for study regarding the public’s knowledge, attitudes, and behaviors (KABs) related to shale gas. An increased understanding of these KABs will help to clarify options for public policy and may identify other energy-related public perception issues requiring additional study. An example of a possible research direction we consider is the extent to which the public has grasped a link between the use of shale gas and the resulting personal environmental and economic costs or benefits. We discuss theoretical considerations that can inform a research agenda, including constructs from psychological and behavioral theory. We discuss next steps aimed at developing a research agenda that can help provide statistically reliable estimates as well as in-depth context of KABs about shale gas. We identify priorities as the field moves forward: transparency, evidence-based decision making, clear communication, and civic engagement.

There is going to be significant legal and regulatory developments relating to unconventional gas all expected in the coming years, including a possible challenge being raised against hydraulic fracturing. This case study sets out to investigate the strategic considerations and lobbying activities undertaken by the shale gas industry, and to examine opportunities and challenges for the shale gas industry to influence EU policy‐decisions. Previous attempts to lobby national and EU institutions have been rather sporadic, but there is great potential and willingness to streamline and channel expertise and information, which are critical resources for acquiring access to the EU policy process. This paper looks at the theoretical framework of strategies of EU interest representation, more specifically at the way corporate and organisational factors influence the political strategies of shale gas interest groups, and how firms' lobbying strategies need to be adapted to the complexity of the EU policy process. Resulting from this analysis, it is argued that the shale gas industry needs to form ad-‐hoc coalitions, which would allow to operate with the flexibility required in the dynamic, multi‐level and technical EU energy sector.

The revolution, using the process of hydraulic fracturing, started in the USA and already has had significant economic impact there, but is only slowly extending to other countries despite discovery of significant reserves worldwide. Although USA oil production is projected to continue to rise over the rest of the decade, the USA will remain a net oil importer and highly susceptible to any global supply shocks, and therefore will continue to have a national strategic interest in the level of oil production and its secure distribution worldwide. Shale oil production outside the USA is expected to be no more than 2% of global supply by 2030. The shale gas revolution in the USA has much greater strategic significance. USA natural gas is much cheaper than anywhere else in the world because the gas market is not fungible. The result has been dramatic: Gas has displaced coal in electricity generation; vehicles are switching to gas from oil; the chemical industry is expected to double in size by 2020; and, because natural gas combustion can emit less than half as much CO2 as coal combustion, USA carbon emissions have fallen in the last few years. The USA is predicted to become an overall net exporter of gas within 2 years and world gas prices will remain at an equivalent of about $35-$70 per barrel of oil. Therefore gas will displace oil and coal globally with similar, but lower, effects seen in the USA. Liquefied Natural Gas is a complementary aspect of the shale gas revolution, and will allow Australia and Africa to become major gas exporters in the next two decades. In Europe, Russia will remain influential as pipeline imports of gas are expected to be much higher than imports of LNG. Total shale gas production is predicted to quadruple by 2040 but, outside North America, only Russia, China and Argentina are expected to produce significant quantities, due to significant obstacles including environmental concerns, the requirement for large quantities of water, and the necessary industrial, economic and legal environments. Europe could be one of the greatest beneficiaries of fracking for gas, but there is widespread opposition to its use in many countries. European industry will be the biggest loser in the shale gas revolution, as Europe's petrochemical plants and energy intensive industries are uncompetitive compared to those in Russia, the Middle East and USA"--Executive summary.
