The author evaluates the arguments that the Soviet Union is seeking strategic superiority; the USSR will soon have the capability to execute a disarming first strike; and the appropriate US response to growing Soviet capability should focus on the continued improvement of counterforce capabilities and the development and deployment of mobile or multiple aim point land-based missiles. He concludes that the United States must be concerned over growing Soviet capabilities; however, time remains to assess carefully all aspects of suggested alternatives and to further negotiate with the Soviet Union.
