Despite a long and distinguished political career, his trip to Munich in 1938 and the 'appeasement' of Hitler have forever overshadowed his many other achievements and blighted his reputation, his name now synonymous with the futility of trying to reason with dictators and bullies. Yet, as this biography shows, there is much more to this complex and intriguing character than is generally supposed, and even the infamous events of 1938 are open to more charitable interpretations than is usually the case. Appeasement brought the British government crucial time in which to rearm, and in particular allowed the RAF to drastically increase the number of fighter aircraft it could muster for the Battle of Britain during the summer of 1940. Based on the study of over 150 collections of private papers on both sides of the Atlantic, as well as exhaustive exploration of British government records held in the National Archives, it is no exaggeration to say that the author has surveyed virtually all the existing archival material written by or to Chamberlain, as well as a high proportion of that referring to him. As such, this volume will no doubt establish itself as the definitive account of Chamberlain's life and career, and provide a much fuller and fairer picture of his actions than has hitherto been the case.

One of the surest advances towards that end would consist in the grouping of the Colonies. Canada had shown the way, Australia was following, and in South Africa the idea had bulked largely in the past, and would probably come to the front again. There was, however, one suggestion--merely a personal one--which Mr. Chamberlain wished to place before the Premiers. This was for setting up some "better machinery of consultation" between the Mother Country and the Self-Governing Colonies. It might be possible to establish "a great Council of the Empire" to COLONIAL PREMIERS IN 1897 237 which they would send representative plenipotentiaries, not mere delegates unable to act without reference to their respective Governments, but "persons who by their position in the Colonies, and by their close touch with Colonial feeling, would be able, upon all subjects submitted to them, to give really effective and valuable advice." If such a Council were to be created, it would at once assume immense importance, and might develop into something still greater; indeed, it might grow into a Federal Council. The opinion of such a body would be taken by the Legislatures of the Mother Country and the Colonies alike, and would weigh most materially, on " all minor matters of common interest." It is true, as Lowell has remarked, that the foolish and the dead alone never change their opinion.' Such a dictum, however, is not a sufficient guide. The circumstances must be considered. Alteration of Opinion, ' said Mr. Gladstone, 'is not always to be blamed, but it is always to be watched with Vigilance always to be challenged and put upon its trial.' This was his own fate in the affair of Home Rule, and it was Sir Robert Peel's fate with regard to the corn duty. All political leaders change their Opinions, but the present volume shows that the changes in Mr. Chamberlain's case were unusually numerous and violent, that they affected nearly every great secular subject discussed in his time, and that they occurred not only in the judgments of his youth, but in those of his mature and ripe manhood; he renounced, indeed, during the last two decades of his career, not merely his View of one great subject, but most of the beliefs which he had professed till the age of fifty. Yet the writer, instead of pronouncing a verdict upon his motives, submits the whole case to the jury.
