Book excerpt: The author studies four small-town libraries in the Midwest from the late nineteenth century through the federal Library Service Act of 1956, and shows that these institutions served a much different purpose than is often perceived. Rather than acting as neutral institutions that are vital to democracy, these libraries were actually mediating community literary values and providing a public space for the construction of social harmony. The libraries, and the librarians who ran them, were often just as susceptible to the political and social pressures of their time as any other public institution. By analyzing the collections of all four libraries and revealing what was being read and why certain acquisitions were passed over, the atuhor challenges both traditional perceptions and professional rhetoric about the role of libraries in our small-town communities. While the American public library has become essential to its local community, it is for reasons significantly different than those articulated by the "library faith."

Book excerpt: This first full-length study of the cattle tick eradication program in the United States offers a new perspective on the fate of the yeomanry in the twentieth-century South during a period when state and federal governments were both increasing and centralizing their authority. As Claire Strom relates the power struggles that complicated efforts to wipe out the Boophilus tick, she explains the motivations and concerns of each group involved, including large- and small-scale cattle farmers, scientists, and officials at all levels of government. In the remote rural South--such as the piney woods of south Georgia and north Florida--resistance to mandatory treatment of cattle was unusually strong and sometimes violent. Cattle often ranged free, and their owners raised them mostly for local use rather than faraway markets. Cattle farmers in such areas, shows Strom, perceived a double threat in tick eradication mandates. In addition to their added costs, eradication schemes, with their top-down imposition of government expertise, were anathema to the yeomanry’s notions of liberty. Strom contextualizes her southern focus within the national scale of the cattle industry, discussing, for instance, the contentious place of cattle drives in American agricultural history. Because Mexico was the primary source of potential tick reinfestation, Strom examines the political and environmental history of the Rio Grande, giving the book a transnational perspective. Debates about the political and economic culture of small farmers have tended to focus on earlier periods in American history. Here Strom shows that pockets of yeoman culture survived into the twentieth century and that these communities had the power to block (if only temporarily) the expansion of the American state.

He examines the heartland's reinvention throughout the decades and traces the social and economic factors that have helped it to survive and prosper. Wuthnow points to the critical strength of the region's social institutions established between 1870 and 1950--the market towns, farmsteads, one-room schoolhouses, townships, rural cooperatives, and manufacturing centers that have adapted with the changing times. The characters existed, the setting was real, and many of the incidents are authentic. Many of the conversations were taken directly from court documents as printed in the areas 189899 newspapers. As I read these accounts over and over, took notes, and started reading between the lines, the narrative developed. All the Rivers Run into the Sea was easily one of the best books I have seen in a long time. You handled the suspense of Martin masterfully. - Dorothy Garlock, best selling American author of over 50 historical romance novels Stauffer used a true story from rural Iowa in the late 1800s and created an historical novel that will keep you spell-bound until the end when a quiet village exploded with the ultimate evil. - Curtis W.
