Available in PDF, EPUB and Kindle. Book excerpt: Most current U.S. nuclear warheads were built in the 1970s and 1980s and are being retained longer than was planned. Yet they deteriorate and must be maintained. To correct problems, a Life Extension Program (LEP), part of a larger Stockpile Stewardship Program (SSP), replaces components. Modifying some components would require a nuclear test, but the United States has observed a test moratorium since 1992. Congress and the Administration prefer to avoid a return to testing, so LEP rebuilds these components as closely as possible to original specifications. With this approach, the Secretaries of Defense and Energy have certified stockpile safety and reliability for the past 12 years without nuclear testing. NNSA argues it will become harder to certify current warheads with LEP because small changes may undermine confidence in warheads, perhaps leading to nuclear testing, whereas new-design replacement warheads created by the RRW program will be easier to certify without testing. Critics believe LEP and SSP can maintain the stockpile indefinitely. They worry that untested RRWs may make testing more likely and question cost savings, given high investment cost. They note that there are no military requirements for new weapons. Others feel that neither LEP nor RRW can provide high confidence over the long term, and would resume testing. Another point of view is that either LEP or RRW will work without nuclear testing. This report provides background and tracks legislation. It will be updated to reflect final FY2010 congressional action on RRW. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. Book excerpt: This study explains the performance of Human Terrain Teams, why the large majority of commanders found them useful, and why collectively they did not ameliorate-much less reverse-growing cross-cultural tensions between U.S. forces and Afghans. It examines the tremendous challenges the Human Terrain Team program faced in starting and rapidly expanding a non-traditional military capability, and why some challenges were met successfully while others were not. First, a historical analysis explains how external forces and management decisions affected team performance. An organizational analysis then explains the variations in team performance by examining the teams with variables substantiated by previous studies of small cross-functional teams. Finally, all available commander observations on Human Terrain Team performance are analyzed to better determine why commanders were satisfied or dissatisfied with their teams. The insights from the three analyses-historical, organizational and commander assessments-are then integrated. The results demonstrate that Human Terrain Teams had to overcome numerous organizational limitations to perform well, but that they were able to meet the expectations of commanders who did not fully appreciate the optimum role the teams could play in an integrated counterinsurgency strategy.

Book excerpt: The Rome Statute establishing the International Criminal Court (ICC or Court) entered into force on July 1, 2002. With the Court now established and developing a track record of engagement in situations, such as Darfur, that are of great interest to the United States, it seemed that there might be important ways in which the United States might engage and support the Court, whether joining it or short of joining it. This Task Force has undertaken such a review, hearing from more than a dozen experts and officials representing a variety of perspectives on the ICC. Our conclusion, detailed in the recommendations in this report, is that the United States should announce a policy of positive engagement with the Court, and that this policy should be reflected in concrete support for the Court's efforts and the elimination of legal and other obstacles to such support. The Task Force does not recommend U.S. ratification of the Rome Statute at this time. But it urges engagement with the ICC and the Assembly of States Parties in a manner that enables the United States to help further shape the Court into an effective accountability mechanism. The Task Force believes that such engagement will also facilitate future consideration of whether the United States should join the Court.

Successive redistricting efforts, for example, have all but eliminated interparty competition in some House districts, leaving the real competition to the primaries and the most ideologically driven voters. King further notes that the rising cost of elections has increased the time devoted to fundraising at the expense of substantive priorities, and the twenty-four-hour news cycle has decreased the time and incentive for reflective debate. More subtle--but equally important--institutional changes have likewise diminished Congress's effectiveness. A decline in committee chairmen's authority and expertise, tighter control over voting by party leaders, and the relaxation of traditional customs limiting the use of procedural tools to practical ends have all, she writes, led to a breakdown in comity.
