I said, he wanted it that way; he served in the Army. About half an hour later, he came back to me and said, you know, I had no idea that the Puerto Rican Army used the American flag. While we laugh at it and I do myself, that is an indication of the lack of understanding of a very serious problem, because it is a se rions problem. I want to preface this next comment by saying that I don't ever mean any disrespect to people who are supporters of the commonwealth, when I say that I believe Puerto Rico is a col ony. I don't say that as a person who is Puerto Rican; I say it as a Member of the United States Congress, in how I, as a Member of Congress, treat the island legally, not emotionally, not from my heart, but legally. It is a colon It cannot make its own deals with foreign countries; it cannot re use to go to war; it cannot take care of its borders. That to me leaves no other alternative but to say that it is a colony. So then I ask myself, how can this, the greatest Nation on earth, the one who professes to tell the world how to behave and indeed uses all its might to do so, continue to hold a colony while, in fact, not far in an island in the Caribbean, it continues to tell people to hold election, the same kind of election it refuses to hold in Puerto Rico for the people to determine their future and their status. So I, finding myself, Mr. Chairman and members of the commit tee, in this unique situation, continue to ask ourselves to deal with this issue, to solve the situation. Whatever the situation solving may be, and there are people here who will tell you that solving the situation is to change the current status. If that is the case, let it be a decision of the people in conjunction with the Congress, the same Congress that is the representative arm of a government that invaded the island in 1898 and hasn't left yet. In the process, he explains how the United States, in appropriating the values and symbolism identified with “America,” has attained a special place in the minds and estimation of other hemispheric peoples. Discussing the formal structures and diplomatic postures underlying U.S. policy making, Langley examines the political, economic, and cultural currents that often have frustrated inter-American progress and accord. Most important, the greater attention given to U.S. relations with Canada in this edition provides a broader and deeper understanding of the often controversial role of the nation in the hemisphere and, particularly, in North America. Commencing with the French-British struggle for supremacy in North America in the French and Indian War, Langley frames the story of the American experience in the Western Hemisphere through four distinct eras. In the first era, from the 1760s to the 1860s, the fundamental character of U.S. policy in the hemisphere and American values about other nations and peoples of the Americas took form. In the second era, from the 1870s to the 1930s, the United States fashioned a continental and then a Caribbean empire. From the mid-1930s to the early 1960s, the paramount issues of the inter-American experience related to the global crisis. In the final part of the book, Langley details the efforts of the United States to carry out its political and economic agenda in the hemisphere from the early 1960s to the onset of the twenty-first century, only to be frustrated by governments determined to follow an independent course. Over more than 250 years of encounter, however, the peoples of the Americas have created human bonds and cultural exchanges that stand in sharp contrast to the formal and often conflictive hemisphere crafted by governments.

A downturn occurred in the early 1960's with the dissolution of the federation and reduced external assistance. Starting in 1963, an upsurge developed through a combination of factors. These included extensive development planning, in creased sugar markets and prices stemming from the decline in Cuban output and receipt by most territories of a u.s. Sugar quota, and increased development of tourism and related industries. Development plans for nearly all of the territories emphasize increased food and livestock pro duction and provide for protective tariffs. Technical assistance to the territories has been given by the Food and Agriculture Organiza tion of the United Nations (fao), the now defunct Caribbean Commission, and the Agency for Inter national Development (aid)-formerly International Cooperation Administration (ica). Projects included technical assistance and advice in such fields as home economics, soils, irrigation, marketing, housing, health, and roads.
