He argues that the Turkish state tradition envisages centralization, social cohesion and an obedient political culture. Through the modernization process of the last century, it has tried to change the society from top to down, and built an ideological and unitarian public sphere. However, the transition to multi-party system in 1950 and the liberalization policies that followed in the post-1980s have prepared the ground for different social movements to come into existence in the same public arena. Social movements which developed particularly among Kurds, Alevis and women emphasize social diversity, pluralism, participation, limited authority, freedom and human rights. They, thus, have paved the way for the transformation of the ideological public sphere into a plural and a civil public domain. The author follows the traces of all these developments from the Ottoman Empire to the last decades of the Republican Turkey. Moving from the case of Turkey he makes an important contribution to the literature on various issues such as civil society, public sphere, modernization, democracy, and social movements.

Book excerpt: Turkish republicanism is commonly thought to have originated with Mustafa Kemal Atatürk and the founding of modern Turkey in 1923, and understood exclusively in terms of Kemalist ideals, characterized by the principles of secularism, nationalism, statism, and populism. Banu Turnaoğlu challenges this view, showing how Turkish republicanism represents the outcome of centuries of intellectual dispute in Turkey over Islamic and liberal conceptions of republicanism, culminating in the victory of Kemalism in the republic's formative period. Drawing on a wealth of rare archival material, Turnaoğlu presents the first complete history of republican thinking in Turkey from the birth of the Ottoman state to the founding of the modern republic. She shows how the Kemalists wrote Turkish history from their own perspective, presenting their own version of republicanism as inevitable while disregarding the contributions of competing visions. Turnaoğlu demonstrates how republicanism has roots outside the Western political experience, broadening our understanding of intellectual history. In his very clearly written and stimulating political biography of İsmet İnönü, Metin Heper presents to the reader a highly motivated, self-reflecting and self-conscious political leader. İsmet İnönü played a critical role in the founding of the Turkish Republic, further promoting Westernization, and the transition to and the consolidation of democracy in Turkey. This volume is the first treatise on this remarkable statesman in any Western language. It challenges such orthodox views on İnönü as his having played second fiddle vis-a-vis Ataturk and his having been a power-hungry politician with an authoritarian bend of mind. It is suggested that İnönü complemented Ataturk, and that, over time, he adopted liberal political views while remaining a staunch guardian of the premises such as secularism upon which the Turkish Republic rested. It is also argued that if his compatriots had paid closer attention to İnönü, they would have a more liberal conception of democracy and, at the same time, in politics they would have acted more prudently.

Book excerpt: Abstract: This dissertation studies the observance of the solar new year marked by the spring equinox in Turkey. It looks at two contested versions of this celebration and their cultural and political effects in the Turkish political scene. Through a comparison of the developments of the solar new year celebrations, this dissertation seeks to identify and analyze the relationship between the sphere of culture - specifically, traditional culture - and the political decision-making processes. This study may best be described as the mapping of a specific domain of culture that also seeks to analyze political ramifications. Using this approach, performance is viewed as crucial to the process of identity creation and collective communication. The consciously repeated modes of behaviors stand as testament to the cultural outcome of the constructed power relations and provide multi-layered frames in which various readings of reality are possible. This research proposes that by studying the difference between actual and ideal, we would be able to create a new series of lenses to observe the deeper layers of socio-political reality. In this sense, this is primarily a work seeking a deeper understanding of the cultural operations that correspond to the political sphere. By highlighting the impacts of folklore on the political process, this work participates in a long overdue search for fresh and alternative approaches to studying insufficiently-represented issues. This project claims that under specific circumstances, ethnography appears as an innovative tool and methodology for opening up inquiry and enriching other methodologies. Thus, this work explores the application of an already well-developed political ethnography in this type of research, and provides an argument that the method not only provides cross-cultural readings of the political, but also suggests grounds on which to assess existing scholarship.

In Turkey’s Exit from Democracy, the contributors argue that President Recep Tayyip Erdoğan and the Justice and Development Party government have now effectively abandoned the realm of democratic politics by attempting regime change with the aim to install a hyper-presidentialist system. Examining how this power grab comes at the tail end of more than a decade of seemingly democratic politics, the contributors also explore the mechanisms of de-democratization through two distinctive, but interrelated angles: A set of comparative analyses explores illiberal forms of governance in Turkey, Russia, Southeast Europe and Latin America. In-depth studies analyse how Turkey's society has been reshaped in the image of a patriarchal habitus and how consent has been fabricated through religious, educational, ethnic and civil society policies. Despite this comprehensive authoritarian shift, the result is not authoritarian consolidation, but a deeply divided and contested polity.
