Book excerpt: Women of color, including Asian Pacific American (APA) women, have made considerable inroads into elective office in the United States in recent years; in fact, their numbers have grown more rapidly than those of white women. Nonetheless, focusing only on success stories gives the false impression that racism, sexism, and other forms of oppression are not barriers for APA candidates to public office. It also detracts attention from the persistent and severe under-representation of all women and nonwhite men in elective office in the United States. In Contesting the Last Frontier, Pei-te Lien and Nicole Filler examine the scope and significance of the rise of Asian Pacific Americans in US elective office over the past half-century. To help interpret the complex experiences of these political women and men situated at the intersection of race, gender, and other dimensions of marginalization, Lien and Filler adopt an intersectionality framework that puts women of color at the center of their analysis. They also draw on their own original dataset of APA electoral participation over the past 70 years, as well as in-depth interviews with elected officials. They examine APA candidates' trajectories to office, their divergent patterns of political socialization, the barriers and opportunities they face on the campaign trail, and how these elected officials enact their roles as representatives at local, state, and federal levels of government. In turn, they counter various tropes, including the model minority myth that suggests that Asian Americans have attained a level of success in education, work, and politics that precludes attention to racial discrimination. Importantly, the book also provides a look into how APA elected officials of various origins strive to serve the interests of the rapidly expanding and majority-immigrant population, especially those disadvantaged by the intersections of gender, ethnicity, and nativity. Ambitious and comprehensive, Contesting the Last Frontier fills an important gap in American electoral history and uncovers the lived experiences of APA women and men on the campaign trail and in elective office.

These activists, who live daily with criminalization, work against forms of deportation that Das Gupta calls settler carcerality—the United States’ use of deportation to exert territorial control in the face of Indigenous self-determination. Drawing on fieldwork with antideportation organizing groups in New York, Los Angeles, Long Beach, and Honolulu, Das Gupta documents the inventive methods of struggle against settler carcerality. Das Gupta shows how the organizers’ actions and visions depart from the settler colonial nature of the mainstream demands for a pathway to citizenship and civil rights. Through direct action, storytelling, political education, and youth and queer leadership, these organizations and collectives conceptualize an abolitionist vision of migration justice that rejects the settler state and encompasses all those who are disavowed. By highlighting this work, Das Gupta demonstrates the transformative promise offered by a dissident migrant-led politics working toward dismantling settler structures and logics.

There are many studies on civil society and social movements, but none that specifically deal with this category of countries. As is well known, small states have particular characteristics, including a limited ability to reap the benefits of economies of scale, a high degree of exposure to forces outside their control, and the proximity of politicians to the voters, often leading to clientelistic relationships and patronage networks. The small island developing states have the additional problem of high environmental vulnerability, with some also dealing with disproportionate ecological footprints. These factors have a bearing on the organization and performance of civil society organizations and social movements, as explained in several chapters of this book. The volume is organized in three parts, dealing with aspects of civil society and social moments in small states in the political, social and environmental spheres, respectively. Various definitions of civil society are proposed in the chapters, but most authors associate the term with organized groups, operating in the interest of citizens, independently of government and commercial business, including various forms of non-governmental organizations (NGOs). Civil society also encompasses social movements, which are considered to be loosely organized collective campaigns in pursuit of social goals. These two terms are sometimes used interchangeably; however, some authors argue that social movements tend to engage in ‘contentious politics’ including protests, while NGOs engage through more organized and institutional routes.
