Book excerpt: Scandinavia's most famous painter, the Norwegian Edvard Munch (1863-1944), is probably best known for his painting The Scream, a universally recognized icon of terror and despair. (A version was stolen from the Munch Museum in Oslo, Norway, in August 2004, and has not yet been recovered.) But Munch considered himself a writer as well as a painter. Munch began painting as a teenager and, in his young adulthood, studied and worked in Paris and Berlin, where he evolved a highly personal style in paintings and works on paper. And in diaries that he kept for decades, he also experimented with reminiscence, fiction, prose portraits, philosophical speculations, and surrealism. Known as an artist who captured both the ecstasies and the hellish depths of the human condition, Munch conveys these emotions in his diaries but also reveals other facets of his personality in remarks and stories that are alternately droll, compassionate, romantic, and cerebral. This English translation of Edvard Munch's private diaries, the most extensive edition to appear in any language, captures the eloquent lyricism of the original Norwegian text. In the absence of mineral resources, the elite organised and managed the labour of peasant producers as efficient as possible. In order to stay in power and benefit from it, the presidential clan chose a development model that would not change the political status quo. When the latter was threatened, the elite invoked the preservation of group welfare of the Hutu, called for Hutu unity and solidarity and relied on the great mass (rubanda nyamwinshi) for the execution of the genocide. A strategy as simple as it is horrific. The genocide can be regarded as the ultimate act of self-preservation through annihilation under the veil of self-defense. Why did tens of thousands of ordinary people massacred tens of thousands other ordinary people in Rwanda in 1994? What has agricultural policy and rural ideology to do with it? What was the role of the Akazu, the presidential clan around president Habyarimana? Did the civil war cause the genocide? And what insights can a political economy perspective offer ? Book excerpt: Nowadays, the environment looms large in the analysis of conflict in developing societies, and the precise role it plays is the subject of an ongoing debate. The de bate has moved on from the earlier, but still popular, notions of 'power struggles', 'class struggles' and 'ethnic conflicts', to a perception of conflict as the product of intense group competition for resources. Where the state controls the distribu tion of resources, itself inevitably becomes party to conflicts whose bone of con tention is access to state power as the most efficient means of gaining access to resources. The resources in question are social (health, education, transportation, communication, recreation, etc. ) and material (land, water, housing, jobs, con tracts, licenses, permits, etc. ). In parts of the world, and especially in Africa, di minishing resources and authoritarian state rule exacerbate group competition leading to political confrontation. This is the line I have followed in analysing conflict in the Hom of Africa (Markakis, 1987, 1998). Mohamed Salih's first contribution in this volume is to move the debate a step beyond this line, which can be criticized as unduly materialist. He does it by bringing culture into the realm of resources, not only as a resource in itself, but also as the agency that assigns natural resources their value. Culture thus becomes a contextual element in conflict over resources whose value is culturally deter mined.
