Book excerpt: The State of the Nations is a collection of essays evaluating the political, social, and economic development of independent African states in the 1960s. The effort to employ the notion of constraint as a conceptual tool in analyzing African politics reflects an attempt to move away from evaluative terms such as development and modernization or decay and breakdown. Development, which has an implicit suggestion of social progress and constitutional government, seems inappropriate for the study of the wide array of political phenomena found in African states. Terms such as breakdown and decay—with an equally broad suggestion of disruption, disunity, and instability—seem equally inappropriate. The vantage point of the authors in this volume is primarily political, but their understanding of African development encompasses the social and economic spheres as well. The constraints that impede achievement of African objectives are varied, and many, of course, are not political. Geographical factors, for example, are supremely relevant in accounting for the availability of natural resources. The principal justification for emphasizing political rather than other constraints is the extent to which political will and political action can stimulate development in spite of other obstacles. Eschewing polemics and critically engaging the work of Ghana’s first President – Kwame Nkrumah – the book offers a rigorous assessment of the concept of neo-colonialism. It then demonstrates how neo-colonialism remains an impediment to genuine empirical sovereignty and poverty reduction in Africa today. It does this through examination of corporate interventions; Western aid-giving; the emergence of ‘new’ donors such as China; EU-Africa trade regimes; the securitisation of development; and the UN Sustainable Development Goals. Throughout the chapters, it becomes clear that the current challenges of African development cannot be solely pinned on so-called neo-patrimonial elites. Instead it becomes imperative to fully acknowledge, and interrogate, corporate and donor interventions which lock many poorer countries into neo-colonial patterns of trade and production. The book provides an original contribution to studies of African political economy, demonstrating the on-going relevance of the concept of neo-colonialism, and reclaiming it for scholarly analysis in a global era.

Book excerpt: The relationship between civil society and the armed forces is an essential part of any polity, democratic or otherwise, because a military force is after all a universal feature of social systems. Despite significant progress moving towards democracy among some African countries in the past decade, all too many African militaries have yet to accept core democratic principles regulating civilian authority over the military. This book explores the theory of civil-military relations and moves on to review the intrusion of the armed forces in African politics by looking first into the organization and role of the army in pre-colonial and colonial eras, before examining contemporary armies and their impact on society. Furthermore it revisits the various explanations of military takeovers in Africa and disentangles the notion of the military as the modernizing force. Whether as a revolutionary force, as a stabilizing force, or as a modernizing force, the military has often been perceived as the only organized and disciplined group with the necessary skills to uplift newly independent nations. The performance of Africa's military governments since independence, however, has soundly disproven this thesis. As such, this study conveys the necessity of new civil-military relations in Africa and calls not just for civilian control of the military but rather a democratic oversight of the security forces in Africa.

In grappling with economic scarcity and restricted choice, decision-makers must transform domestic institutions and practices and reformulate their relationship to the global economy. The authors of this book believe that their efforts can be advanced by resorting to a problem-solving focus. Such an approach will, in their opinion. allow social scientists to remain true to their professional disciplines while permitting them to embrace African-designated objectives. By inquiring into decision processes and results, policy analysis seeks to identify optimal courses of action in the context of prevailing societal demands and constraints. In general, African decision-makers have adopted three choice strategies with an eye to reducing scarcity and expanding alternatives: accommodation, reorganization, and transformation. When these choice strategies are related to system goals, striking variations in preferences and priorities emerge, the most significant of which concern decision on mobilizing and distributing resources and achieving freedom from external control. In various trade--off situations (involving negotiations by producer cartels, bargaining between multinational companies and African host countries, and external economic assistance) diverse policy patters among the groups in relating to the benefits and costs of particular lines of action appear. Each choice strategy has its own benefit-cost combination. Since no approach may be equally valid cross-nationally, the decision elites of each country are left with the responsibility for determining their own goals and priorities.
