Environmental pollution is usually referred to in Japan as kogai, public damage, meaning that such pollution not only harms the physical environment—air, water, soil, and the human body—but also destroys the social and personal relationships in the polluted area. Those people who took action recognized that industrial and economic development had been given the highest national priority even at the cost of their health and welfare. In this sense, anti-kogai movements led them to alternative community development and to rethinking what kind of environment and community they wanted. This book also explores the efforts driven by residents in several parts of Japan after the middle of the twentieth century and the endeavors of museums and archives as a memorial to those who suffered from the pollution and for the prospect of a better society with a good environment.

Most discussions, however, focused on transfer of technologies from developed to developing countries and overlooked other equally important challenges such as financing, governance, and information dissemination. The policies and management practices vary significantly from one country to another, and even within one country, depending on specific economic, political, social, environmental, legal and institutional factors. In order to appreciate the complexities associated with water quality policy and management, it is important to acknowledge the multiplicity of interrelated and often conflicting events, issues, actors and interests, both within and outside the water sector that impact them. This complexity, alongside institutional inability for systematic and coordinated collaboration, are potent reasons as to why, in the second decade of the 21st century, formulation and implementation of efficient water quality management policies benefitting humankind and the environment have still not been achieved. Asia is home to many of the world's great rivers and lakes, but its huge population and booming economies make it the most water-scarce continent on a per capita basis. Over extensive irrigation, pollution, and global warming add to the demographic and economic pressures on Asia's fresh water supplies. The location of the sources for much of South and Southeast Asia's fresh water is in the Chinese controlled Tibetan Plateau, and China's increasing exploitation of these water sources have created growing geopolitical tensions that could boil over into conflict. India is reliant on fresh water from Tibet, which gives the Chinese uncomfortable leverage over India and further exacerbates their unsettled border disputes. Vietnam, Bangladesh, Pakistan, and other countries of the region also find themselves in similarly vulnerable positions where water is scarce and the sources are increasingly being exploited and polluted upstream by the continent's most powerful country. Brahma Chellaney proposes strategies to avoid conflict and more equitably share and preserve Asia's water resources.
