This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.

Why do they so often fail to provide their beleaguered populations with better access to public goods and services? Using original and unusual data, this book uses post-communist Russia as a case in examining what the author calls this broader 'weak state syndrome' in many developing countries. Through interviews with over 800 Russian bureaucrats in 72 of Russia's 89 provinces, and a highly original database on patterns of regional government non-compliance to federal law and policy, the book demonstrates that resistance to Russian central authority not so much ethnically based (as others have argued) as much as generated by the will of powerful and wealthy regional political and economic actors seeking to protect assets they had acquired through Russia's troubled transition out of communism.

Over the course of decades, Americans progressively discarded earlier understandings of the reach and responsibilities of government and embraced the idea that legislators and administrators in Washington could tackle economic regulation and social-welfare problems. As citizens witnessed the successes of an energetic, interventionist state, they demanded more of the same, calling on politicians and civil servants to address unfair competition and labor exploitation, form public utilities, and reform police power. Arguing against the myth that America was a weak state until the New Deal, New Democracy traces a steadily aggrandizing authority well before the Roosevelt years. The United States was flexing power domestically and intervening on behalf of redistributive goals for far longer than is commonly recognized, putting the lie to libertarian claims that the New Deal was an aberration in American history.

Finkel and Gehlbach emphasize that, especially in weak states, reform often must be implemented by local actors with a stake in the status quo. In this setting, the promise of reform represents an implicit contract against which subsequent implementation is measured: when implementation falls short of this promise, citizens are aggrieved and more likely to rebel. Finkel and Gehlbach explore this argument in the context of Russia's emancipation of the serfs in 1861 - a fundamental reform of Russian state and society that paradoxically encouraged unrest among the peasants who were its prime beneficiaries. They further examine the empirical reach of their theory through narrative analyses of the Tanzimat reforms of the nineteenth-century Ottoman Empire, land reform in ancient Rome, the abolition of feudalism during the French Revolution, and land reform in contemporary Latin America.

Andrews argues that reforms often fail to make governments better because they are introduced as signals to gain short-term support. These signals introduce unrealistic best practices that do not fit developing country contexts and are not considered relevant by implementing agents. The result is a set of new forms that do not function. However, there are realistic solutions emerging from institutional reforms in some developing countries. Lessons from these experiences suggest that reform limits, although challenging to adopt, can be overcome by focusing change on problem solving through an incremental process that involves multiple agents.
