To understand the labor market dimensions of poverty in these regions, this paper examines a range of job-related indicators, using data from 2011 to 2015. The overall labor force participation rate in these provinces is significantly lower than in the rest of the country. Much of the difference can be attributed to adult women, although the participation rates of youth and those with lower educational attainment are also low. The distribution of wages for male and female wage workers in these provinces is similar to that in other parts of the country. Book excerpt: Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006†“09) and the years following the civil war (2010†“15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women— and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

Book excerpt: This volume summarizes a series of studies undertaken to better understand the current socioeconomic context of the Northern and Eastern provinces in Sri Lanka. Nearly a decade after the end of the Sri Lankan civil war, the Northern and Eastern provinces lag in key social and economic measures. The study was made up of six background studies focused on (i) the provincial economies and economic structures of the North and East; (ii) labor force dynamics; (iii) demographic changes and impacts on vulnerability; (iv) the psychosocial needs of the local population; (v) community and social institutions; and (vi) livelihood trends and impacts of the war on productive assets. These studies were informed by both primary data collection, as well as secondary data sources and literature. The key findings from the assessment show that significant public investments in the Northern and Eastern provinces have resulted in growth and convergence between these provinces and the rest of the country. However, pockets of poverty and deprivation remain across these provinces, and the economic base of the region has yet to fully recover from the impacts of the civil war. Social vulnerabilities were persistent across the Northern and Eastern provinces, and were closely linked with poverty rates. With the demographic impacts of the war, vulnerabilities for women are growing in the region. There was a high rate of psychosocial needs recorded, and evidence that the social fabric has not been fully restored since the war. Citizen engagement, trust, and accountability remain important priorities, alongside economic revival, job creation, and restoring the social fabric and local institutions.

Book excerpt: Following over twenty years of war, Sri Lanka's longest cease-fire (2002-2006) provided a final opportunity for an inclusive peace settlement between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE). However, hostilities resumed with ever increasing desperation and ferocity on both sides, until the LTTE were overcome and largely eradicated in 2009. This book provides a contextualised analysis of the effects of war on a small Tamil community living in northern Sri Lanka during the cease-fire period. It examines how the society changed and adapted in order to accommodate the upheaval and destruction of war, and its inevitable resumption. In particular, it focuses on the nature of suffering through an exploration of a well-known ritual: Thuukkukkaavadi that transformed the experience of pain and suffering and contributed to a process whereby many village communities could come together in a demonstration of strength and resilience. It contributes to studies on violence, reparation processes of so-called 'post-conflict' societies and the medical anthropology of healing. It questions assumptions concerning the nature of suffering and critiques the application of western categories in settings like northern Sri Lanka, where entire communities have been silenced by political violence. The book therefore presents a claim for more culturally specific understandings of what constitutes suffering and is of interest to students and scholars of South Asian Studies, Conflict Resolution, and Social and Cultural Anthropology.

Robust economic growth in large parts of the region has created better jobs -- those that pay higher wages for wage workers and reduce poverty for the self-employed, the largest segment of the region s employed. Going forward, South Asia faces the enormous challenge of absorbing 1 to 1.2 million entrants to the labor force every month for the next two decades at rising levels of productivity. This calls for an agenda that cuts across sectors and includes improving the reliability of electricity supply for firms in both urban and rural settings, dealing decisively with issues of governance and corruption, making access to land easier for urban informal firms and strengthening transport links between rural firms and their markets. It requires improving nutrition in early childhood to avoid cognitive impairment, intensifying the focus on quality of learning in education systems, equipping workers with the skills that employers demand, and reorienting labor market regulations and programs to protect workers rather than jobs. The continuance of high economic growth to help improve job quality is not assured. But the region s demography can provide a favorable tailwind. The growth of workers exceeds that of dependents in much of the region. The resources saved from having fewer dependents can be shifted to high-priority investments in physical and human capital accumulation necessary to create productive jobs in countries with an enabling policy framework. But the demographic window of opportunity is open for only the next three decades, a fact which lends urgency to the reform agenda. This book will be of interest to policy makers, their advisers, researchers and students of economics who seek solutions, not only to the challenge of creating more and better jobs in South Asia but globally as well. It is the first title in South Asia Development Matters,a new series that will serve as a vehicle for in-depth synthesis of economic and policy analysis on key development topics for South Asia.

A ceasefire agreement, signed in February 2002, was followed by six rounds of peace talks, but growing political violence, disagreements over core issues and a fragmentation of the constituencies of the key parties led to an eventual breakdown. In the wake of the failed peace process a new government pursued a highly effective ‘war for peace’ leading to the military defeat of the LTTE on the battlefields of the north east in May 2009. This book brings together a unique range of perspectives on this problematic and ultimately unsuccessful peace process.
