Its good material fortune is offset by its political precariousness engendered by Kuwaiti nationals forming a minority and a heavy dependency on immigrants to sustain the economy. Deep feelings of insecurity have led to calls in Kuwait for an end to immigration and the repatriation of foreign residents of the state. This book, first published in 1985, analyses the degree of dependency of Kuwait on an alien working population from the results of a unique survey undertaken among the crucial family-accompanied segment of the immigrant workforce. The authors suggest new approaches to the evaluation of the utility of the foreigners to the local economy that might help to stave off a mounting internal crisis.

In all of these states, however, the majority of the working population is composed of temporary, migrant workers with no citizenship rights. The cheap and transitory labour power these workers provide has created the prodigious and extraordinary development boom across the region, and neighbouring countries are almost fully dependent on the labour markets of the Gulf to employ their working populations. For these reasons, the Gulf takes a central place in contemporary debates around migration and labour in the global economy. This book attempts to bring together and explore these issues. The relationship between 'citizen' and 'non-citizen' holds immense significance for understanding the construction of class, gender, city and state in the Gulf, however too often these questions are occluded in too scholarly or overly-popular accounts of the region. Book excerpt: Recent reports suggest that immigrants are more likely to hold jobs with worse working conditions than U.S.-born workers, perhaps because immigrants work in jobs that â¿¿natives donâ¿¿t want.â¿¿ Despite this widespread view, earlier studies have not found immigrants to be in riskier jobs than natives. This study combines individual-level data from the 2003â¿¿2005 American Community Survey on work-related injuries and fatalities to take a fresh look at whether foreign-born workers are employed in more dangerous jobs. The results indicate that immigrants are in fact more likely to work in risky jobs than U.S.-born workers, partly due to differences in average characteristics, such as immigrantsâ¿¿ lower English language ability and educational attainment. Often considered `stateless', they have come to be known in Kuwait as biduns, from `bidun jinsiyya', which means literally `without nationality' in Arabic. As long-term residents with close geographical ties and intimate cultural links to the emirate, the biduns claim that they are entitled to Kuwaiti nationality because they have no other. But since 1986 the State of Kuwait, has considered them `illegal residents' on Kuwaiti territory. As a result, the biduns have been denied civil and human rights and treated as undocumented migrants, with no access to employment, health, education or official birth and death certificates. It was only after the first-ever bidun protest in 2011, that the government softened restrictions imposed upon them. Claire Beaugrand argues here that, far from being an anomaly, the position of the biduns is of central importance to the understanding of state formation processes in the Gulf countries, and the ways in which identity and the boundaries of nationality are negotiated and concretely enacted.
