When a member of the legislature of Massachusetts, in 1846, he secured the ap pointment of a commission to report on the number and condition of idiots and imbeciles in the state. As chairman of it he prepared a careful study, on which have been based the provisions since made for teaching feeble minded children in that state and in many other states.
