This book was released on 2022-01-21 with total page 372 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite all efforts to create a political union capable of improving European citizens’ quality of life, there are several barriers to the European Union’s (EU) expansion to the Balkan Region. The EU enlargement and expansion to the Balkan Region is one of the Union’s greatest challenges and political objectives in recent years. In the turmoil of economic, social, and sanitarian crises, where is the space to debate the enlargement of the EU? Challenges and Barriers to the European Union Expansion to the Balkan Region presents the EU’s structure, the process of enlargement, and the challenges related to the Balkan region. This book addresses critical issues and challenges in the EU and the emerging trends for the EU’s future. Covering topics such as enlargement policy, integration, NATO, and political challenges, this book is a valuable resource for post-grad students of political science and international affairs, faculty of higher education, researchers, academicians, politicians, world leaders, and policymakers.

Book The EU s Approach to Human Rights Conditionality in Practice

Download or read book The EU s Approach to Human Rights Conditionality in Practice written by Elena Fierro and published by BRILL. This book was released on 2021-10-18 with total page 448 pages. Available in PDF, EPUB and Kindle. Book excerpt: Human rights in the external relations of the EU may manifest itself in different manners; one of them is the conditionality policy that the EU applies to third countries. This study intends to explore the modalities of this conditionality policy, as well as its nature and reach. It also analyzes how the policy could be improved and be made more coherent and effective. The point of departure is the division made between two modes of conditionality: ex ante and ex post. In the first case the EU issues conditions, which must be fulfilled before the negotiation or conclusion of a given agreement or an action with a view to strengthening the relations. The second case, conditionality ex post , is when conditions are allready part of an agreement or an established relation. The so-called human rights clause, or democratic clause, incarnates the second modality. This study explores both types of conditionality, but puts a special emphasis on the second, given its legal nature, its reciprocity, and its systematic inclusion in all framework agreements. It is argued here that this clause could represent the basis of a fully-fledged human rights policy of EU. At present, however, the implementation of the clause has been fragmentary. The interpretation that has prevailed (the human rights clause being a mechanism of exclusively punitive nature), has constituted an obstacle for its implementation. In addition, the clause has been activated only as a response to breaches of democratic principles (and not human rights) in the ACP countries ( and not other regions). The human rights clause has been the victim of the 'sectorial approaches' where policy choices were determined by the instrument at issue. It is about time for the EU to revisit the interpretation of the clause in order to make of it a dynamic instrument, integrated in a global and coherent external human rights policy.

Book Atlas of Challenges and Opportunities in European Neighbourhoods

Download or read book Atlas of Challenges and Opportunities in European Neighbourhoods written by Pierre BECKOUCHE and published by Springer. This book was released on 2016-04-26 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: This atlas provides a macro-regional overview of the areas that surround the European Union, from the Sahara to the Middle East, Western Balkans to European Russia, Turkey to the Arctic. Detailing key socio-economic data as well as developmental trends, the maps provide a comprehensive territorial analysis at a local scale and explore the potential for regional integration and cooperation. These pioneering maps examine challenges that threaten this wide, yet inter-connected, region, including environmental concerns in the North, political unrest in the East, social factors in the Western Balkans, and the upheaval in the Mediterranean since the Arab spring. Coverage investigates such key countries and areas as Libya, Israel, Palestine, Syria, and the Ukraine as well as explores such essential issues as Europe’s energy procurement. In addition, it also presents a comparison with other world regions such as East Asia and North America. In the end, readers discover that territorial integration faces many shortcomings, but that deep regional cooperation would be a key driver for the EU’s sustainable future. This atlas features the main results of the “Integrated Territorial Analysis of the Neighbourhoods” research project undertaken by ESPON (The European Observation Network for Territorial Development and Cohesion). It provides scholars; local authorities and NGOs involved in cross-border cooperation; companies interested in energy, agriculture, water, transportation and communication; and interested readers with key insights into this important region.

Book Overcoming Fragmentation in Southeast Europe

Download or read book Overcoming Fragmentation in Southeast Europe written by Panayiotis Getimis and published by Routledge. This book was released on 2017-11-28 with total page 338 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the expansion of the European Union, the countries of Southeast Europe have finally been brought together within one socio-political entity. The restructuring of these economies following globalization and neoliberalization has meant that this region has become much more open to geopolitical shifts and trends. While the various countries have all entered into the slow process of European integration, the historic fragmentation of this region has led to various conflicts and contradictions in the restructuring and transition of national economies. This volume provides a theoretical and comparative overview which examines the prospects for spatial cohesion in this region. With the need to handle persisting problems and conflicts from the past while coping with new economic and political structures, Southeast Europe proves to be a challenging yet fruitful testing ground for how best to overcome fragmentation and establish a long-term process of social and economic integration.

Book The Europeanisation of the Western Balkans

Download or read book The Europeanisation of the Western Balkans written by Jelena Džankić and published by Springer. This book was released on 2018-09-21 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume casts a fresh look on how the political spaces of the Western Balkan states (Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia and Albania) are shaped, governed and transformed during the EU accession process. The contributors argue that EU conditionality in the Western Balkans does not work ‘effectively’ in terms of social change because rule transfer remains a ‘contested’ business, due to veto-players on the ground and strong legacies of the past. The volume examines specific policy areas, salient in the enlargement process and to a different degree incorporated in the accession criteria, as well as EU foreign policy in the spheres of post-conflict stabilisation, democratization and the rule of law promotion.

Book The EU s Conceptualisation of the Rule of Law in its External Relations

Download or read book The EU s Conceptualisation of the Rule of Law in its External Relations written by Lisa Louwerse and published by BRILL. This book was released on 2023-09-04 with total page 462 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the question of how the EU understands the ‘rule of law’ in its external relations, with a particular focus on development cooperation and enlargement. Although the EU’s commitment to the rule of law is strong, the relevant concept remains nebulous. On the basis of a detailed analysis of two key EU external policy areas, the main argument advanced is that the Union has adopted a mostly ‘institutional’ approach to the concept by focussing largely on judicial reform. By testing the relevant practice against the background of the constitutional traditions of the Member States and legal theory, the book attests to the significance of developing a comprehensive approach to the rule of law in EU external relations.

This book was released on 2000-10-09 with total page 578 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Cambridge Yearbook of European Legal Studies provides a new forum for the scrutiny of significant issues in European Union Law, the Law of the Council of Europe, and Comparative Law with a "European" dimension, and particularly those which have come to the fore during the year preceding publication. The contributions appearing in the collection are commissioned by the Centre for European Legal Studies (CELS) Cambridge, which is the research Centre of Cambridge University Law Faculty specialising in European legal issues. The papers presented are all at the cutting edge of the fields which they address, and reflect the views of recognised experts drawn from the University world, legal practice, and the civil services of both the EU and its Member States. Inclusion of the comparative dimension brings a fresh perspective to the study of European law, and highlights the effects of globalisation of the law more generally, and the resulting cross fertilisation of norms and ideas that has occurred among previously sovereign and separate legal orders. The Cambridge Yearbook of European Legal Studies is an invaluable resource for those wishing to keep pace with legal developments in the fast moving world of European integration. Book The Development of the Financial Sector in Southeast Europe

This book was released on 2013-03-19 with total page 243 pages. Available in PDF, EPUB and Kindle. Book excerpt: KfW has been assigned responsibility by the German government and several other donors for projects designed to reconstruct the financial landscapes of Southeast Europe. These activities are recognized as quite successful in building sustainable financial institutions that serve the small end of the market, with special emphasis on microenterprise and small business. The KfW-managed projects have contributed to the overall stability of financial sectors and to economic recovery and growth through employment creation and investment. This book reviews experience gained and analyses the reasons for the successes achieved, options for further improvement, and scope for replicability in other transition and developing economies. A particularly interesting feature is that relatively small amounts of public funds can catalyse financial markets in volatile environments.

Book The External Dimension of the EU s Policy against Trafficking in Human Beings

Download or read book The External Dimension of the EU s Policy against Trafficking in Human Beings written by Chloé Brière and published by Bloomsbury Publishing. This book was released on 2021-04-08 with total page 279 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the external dimension of the ambitious EU policy on human trafficking. Through this policy the EU institutions and Member States promote the eradication of human trafficking and support, to that end, cooperation with their partners, being third States or international organisations. Analysing the unilateral and multilateral mechanisms the EU uses to achieve these aims, the book questions whether the EU's external response to human trafficking addresses it in all its dimensions, and whether it does so in a coherent way. As a case study, the book explores the cooperation of the EU with countries of the Western Balkans, which constitutes a specific unilateral mechanism. The analysis of the multilateral mechanisms covers the cooperation of the EU with key international and regional organisations combating human trafficking, including but not limited to the Council of Europe or the United Nations Office on Drugs and Crime. The book also examines the impact of the evolution of migration flows and the increasing reliance of military tools on the EU's response to human trafficking.
