Although a rapid process of modernization occurred, the Spanish welfare state was seen, until fairly recently, as relatively underdeveloped. However, given the progressive Europeanization and expansion of Spanish social policy, questions arise as to whether the Spanish welfare system should still be considered as peripheral to West European welfare states. This volume is divided into three sections. The first section deals with broad trends in the evolution of the Spanish welfare state. To begin with, the consolidation path of social protection policies is explored. Attention is also paid to the process of Europeanization. Furthermore, the analysis explores advances in gender equality policies. In the second section, attention is turned to governance issues, such as collective bargaining, the interplay among levels of government, the welfare mix and public support for social policies. The third and final part of the book addresses five main challenges facing the Spanish welfare state in the 21st century, namely, the need to enhance flexicurity; to achieve a better work-family balance; to coordinate immigration policies with existing social protection; to tackle the persistence of high rates of relative poverty; and to face intense population ageing, both in terms of increasing needs for care and the reform of the pension system.

The underlying assumption in this volume is that despite the diversity of welfare states bordering the Mediterranean Sea, some interesting commonalities are shared by these nations. Indeed, in his contribution to this volume Gal has described these nations as belonging to an extended family of welfare states that share some common characteristics and outcomes, one of which is the role of the family. By bringing together case analyses of the welfare states in the Mediterranean which focus on children, gender, and families, we maintain that it is possible to shed light on aspects of social policy that do not necessarily emerge in most discussions of these issues in the literature. The rationale inherent in a volume that focuses on a group of welfare states is of course embedded in the welfare regime typology notion that has dominated much of the comparative social policy literature over the last two decades. The publication of Esping Andersen’s seminal work, The Three Worlds of Welfare Capitalism in 1990 (and his related 1999 book), which distinguished between three welfare regimes, became a landmark for comparative work of social policies in various countries. Esping-Andersen regarded his typology as a useful tool for comparison between welfare states because it allowed “for greater analytical parsimony and help[s] us to see the forest rather than myriad trees” (1999, p. 73).

El propósito es analizar la manera en que se construye la desigualdad de género como un problema público y en la que, de ese modo, adquiere determinados significados mientras que otros se quedan ocultos. El análisis empírico examina tres diferentes debates: la conciliación de la vida familiar y laboral, el cuidado de personas en situación de dependencia y el servicio doméstico. El marco teórico se sitúa dentro de la investigación sobre género y Estado del bienestar, y examina la representación de la igualdad de género que emerge en dicha literatura. Todos los Estados del bienestar se posicionan en relación a los cuidados: cómo deberían realizarse, por quiénes y dónde. El Estado del bienestar Nórdico, que asume en gran medida la responsabilidad de provisión de cuidados, se ha considerado más favorable para las mujeres. La política social, y las políticas para facilitar el compaginar el empleo y los cuidados, se han concebido como el núcleo de las políticas favorables a las mujeres. Sin embargo, la idea normativa de los Estados del bienestar "favorables a las mujeres" se basa en una visión de los intereses de las mujeres como comunes y esencialmente diferentes de los intereses de los hombres. La comprensión de la categoría "mujeres" como categoría homogenea implica que la igualdad de género se asocia a menudo con la igualdad para madres trabajadoras blancas y heterosexuales. La tesis responde a esta crítica y desarrolla un enfoque interseccional al análisis del Estado del bienestar. Los dos estudios de caso demuestran cómo las políticas relacionadas con los cuidados, que normalmente intentan mejorar la igualdad de género, pueden marginar a "otras" ;mujeres.
