Fascist Italy’s intervention in the Spanish Civil War to provide material, strategic, and diplomatic assistance led to Italy becoming a belligerent in the conflict. Following the unsuccessful military coup of July 1936 and the insurgents’ subsequent failure to take Madrid, the Corps of Voluntary Troops (CTV, Corpo Truppe Volontarie ) was created—in the words of an Italian fascist anthem—to ‘liberate Spain’, usher in a ‘new History’, ‘make the peoples oppressed by the Reds smile again’, and ‘build a fascist Europe’. Far from being insignificant or trivial, the intervention of Fascist Italy and Italian fascists on Spanish soil must be seen as one of the key aspects which contribute to the Spanish conflict’s status as an epitome of the twentieth century. Drawing on sources ranging from ministerial orders to soldiers’ diaries, this book reconstructs the evangelisation of fascism in Spain. Book excerpt: The Italian Army developed a sound and unique combined arms doctrine for mechanized warfare in 1938. This new doctrine was called the “War of Rapid Decision.” It involved the use of mechanized warfare in the Italian version of the blitzkrieg. This doctrine evolved from the lessons learned in the Italian-Ethiopian War of 1935 to 1936 and the Spanish Civil War of 1936-1939. With Italy’s entry into World War II, military operations ensued along the Libyan-Egyptian border between the Italian 10th Army and a much smaller British Western Desert Force. The Italian Army in Libya outnumbered the British Army in Egypt by a ratio of four to one. The setting seemed to be ideal for the employment of the War of Rapid Decisions. Moreover, Marshal Rodolfo Graziani, who was the commander of the Italian 10th Army in North Africa during its first campaign in the western desert, had pioneered this new form of mechanized warfare during the Ethiopian War. Surprisingly, the Italian forces in Libya did not employ their new doctrine, reverting instead to more conventional techniques of “mass.” It was Graziani’s failure to utilize the doctrine which he had helped to develop that led to Italy’s embarrassing defeat in 1941.

However, ethnic and religious groups exist beyond the confines of frontiers. In Africa, for example, hundreds of ethnic groups were divided by colonial borders, and many retained kinship connections to their brethren in other countries, thus creating “cross-border ethnic/religious affinity.” Such cross-border connections affect a variety of foreign policy, from diplomacy to the use of force. An internal problem can spread to other states, or external actors can become involved in domestic disputes due to such factors. Therefore data on cross-border connections are essential to measure and assess their actual or potential effects on foreign policy or conflict. This unique resource serves both qualitative and quantitative researchers. For ease of use, it is divided in sections for each region of world, with the entries organized by pairs of contiguous countries. Each entry for a pair of countries briefly discusses the ethnic and religious groups that are common to both countries and the historical and current connections between these groups. The entries are organized based on the Correlates of War country codes, which are widely used by researchers and allow for country pairs to be organized geographically within each section to facilitate easy use of the data.
