Book excerpt: In 1995, the National Science Foundation (NSF) created a special account to fund large (several tens of millions of dollars) research facilities. Over the years, these facilities have come to represent an increasingly prominent part of the nation's R&D portfolio. Recently concern has intensified about the way NSF is selecting projects for this account. In 2003, six U.S. Senators including the chair and ranking member of the Senate Subcommittee on VA, HUD, and Independent Agencies Appropriations expressed these concerns in a letter to the NRC asking it to "review the current prioritization process and report to us on how it can be improved." This report presents a series of recommendations on how NSF can improve its priority setting process for large research facilities. While noting that NSF has improved this process, the report states that further strengthening is needed if NSF is to meet future demands for such projects.

Book excerpt: The Committee for the Review of NASA's Pioneering Revolutionary Technology (PRT) Program and its three supporting panels were charged by the National Aeronautics and Space Administration (NASA) with assessing the overall scientific and technical quality of the PRT program and its component programs, along with their associated elements and individual research tasks. Major issues addressed in the review include (1) research portfolios, (2) research plans, (3) technical community connections, (4) methodologies, and (5) overall capabilities. As reflected in the organization of the report, a two-pronged assessment was developed. Each panel provided a detailed assessment of the program under its purview, which was refined and updated over the course of the review. The committee, composed mainly of representatives from each panel, integrated and evaluated the panel results and provided top-level advice on issues cutting across the entire PRT program.

There is an expectation that the American public should receive more direct benefits from its investment in science and technology. This Strategic Plan reflects this new paradigm. It presents a carefully selected set of new scientific initiatives that build on past accomplishments to continue NASA's excellence in Space Science. At the same time, it responds to fiscal constraints by defining a new approach to planning, developing, and operating Space Science missions. In particular, investments in new technologies will permit major scientific advances to be made with smaller, more focused, and less costly missions. With the introduction of advanced technologies, smaller does not have to mean less capable. The focus on new technologies also provides and opportunity for the Space Science program to enhance its direct contribution to the country's economic base. At the same time, the program can build on public interest to strengthen its contributions to education and scientific literacy. With this plan we are taking the first steps toward shaping the Space Science program of the 21st century. In doing so, we face major challenges.
