Book excerpt: This is the second of two Space Studies Board reports that address the complex issue of incorporating the needs of climate research into the National Polar-orbiting Operational Environmental Satellite System (NPOESS). NPOESS, which has been driven by the imperative of reliably providing short-term weather information, is itself a union of heretofore separate civilian and military programs. It is a marriage of convenience to eliminate needless duplication and reduce cost, one that appears to be working. The same considerations of expediency and economy motivate the present attempts to add to NPOESS the goals of climate research. The technical complexities of combining seemingly disparate requirements are accompanied by the programmatic complexities of forging further connections among three different agencies, with different mandates, cultures, and congressional appropriators. Yet the stakes are very high, and each agency gains significantly by finding ways to cooperate, as do the taxpayers. Beyond cost savings, benefits include the possibility that long-term climate observations will reveal new phenomena of interest to weather forecasters, as happened with the El Niño/Southern Oscillation. Conversely, climate researchers can often make good use of operational data. Necessity is the mother of invention, and the needs of all the parties involved in NPOESS should conspire to foster creative solutions to make this effort work. Although it has often been said that research and operational requirements are incommensurate, this report and the phase one report (Science and Design) accentuate the degree to which they are complementary and could be made compatible. The reports provide guidelines for achieving the desired integration to the mutual benefit of all parties. Although a significant level of commitment will be needed to surmount the very real technical and programmatic impediments, the public interest would be well served by a positive outcome.

But now, the economic environment has changed dramatically. The Nation's scientific and technological goals are being reexamined and redefined.And the social contract between the scientific community and the Federal Government is being rewritten. There is an expectation that the American public should receive more direct benefits from its investment in science and technology. This Strategic Plan reflects this new paradigm. It presents a carefully selected set of new scientific initiatives that build on past accomplishments to continue NASA's excellence in Space Science. At the same time, it responds to fiscal constraints by defining a new approach to planning, developing, and operating Space Science missions. In particular, investments in new technologies will permit major scientific advances to be made with smaller, more focused, and less costly missions. With the introduction of advanced technologies, smaller does not have to mean less capable. The focus on new technologies also provides and opportunity for the Space Science program to enhance its direct contribution to the country's economic base. At the same time, the program can build on public interest to strengthen its contributions to education and scientific literacy. With this plan we are taking the first steps toward shaping the Space Science program of the 21st century. In doing so, we face major challenges. It will be a very different program than might have been envisioned even a few years ago. But it will be a program that remains at the forefront of science, technology, and education. It represents contributions by hundreds of members of the space science community, including researchers, technologists, and educators, working with staff at NASA, over a period of nearly two years. Our time is an exciting one for space science. Dramatic advances in cosmology, planetary research, and solar-terrestrial science form a backdrop for this ambitious plan. Our program boldly addresses the most fundamental questions that science can ask: (1) how the universe began and is changing, (2) what are the past and future of humanity, and (3) whether we are alone. In taking up these questions, researchers and the general public--for we are all seekers in this quest--will draw upon all areas of science and the technical arts. Our Plan outlines how we will communicate our findings to interested young people and adults. The program that you will read about in this Plan includes forefront research and technology development on the ground as well as development and operation of the most complex spacecraft conceived. The proposed flight program is a balanced portfolio of small missions and larger spacecraft. Book excerpt: The Committee for the Review of NASA's Pioneering Revolutionary Technology (PRT) Program and its three supporting panels were charged by the National Aeronautics and Space Administration (NASA) with assessing the overall scientific and technical quality of the PRT program and its component programs, along with their associated elements and individual research tasks. Major issues addressed in the review include (1) research portfolios, (2) research plans, (3) technical community connections, (4) methodologies, and (5) overall capabilities. As reflected in the organization of the report, a two-pronged assessment was developed. Each panel provided a detailed assessment of the program under its purview, which was refined and updated over the course of the review. The committee, composed mainly of representatives from each panel, integrated and evaluated the panel results and provided top-level advice on issues cutting across the entire PRT program.

Book excerpt: In 1995, the National Science Foundation (NSF) created a special account to fund large (several tens of millions of dollars) research facilities. Over the years, these facilities have come to represent an increasingly prominent part of the nation's R&D portfolio. Recently concern has intensified about the way NSF is selecting projects for this account. In 2003, six U.S. Senators including the chair and ranking member of the Senate Subcommittee on VA, HUD, and Independent Agencies Appropriations expressed these concerns in a letter to the NRC asking it to "review the current prioritization process and report to us on how it can be improved." This report presents a series of recommendations on how NSF can improve its priority setting process for large research facilities. While noting that NSF has improved this process, the report states that further strengthening is needed if NSF is to meet future demands for such projects.

Book excerpt: In January 2006, the President announced a new civilian space policy focusing on exploration. As part of its preparations to implement that policy, NASA asked the NRC to explore long-range science and technology workforce needs to achieve the space exploration vision, identify obstacles to filling those needs, and put forward solutions to those obstacles. As part of the study, the NRC held a workshop to identify important factors affecting NASA's future workforce and its capacity to implement the exploration vision. This interim report presents a summary of the highlights of that workshop and an initial set of findings. The report provides a review of the workforce implications of NASA's plans, an assessment of science and technology workforce demographics, an analysis of factors affecting the aerospace workforce for both NASA and the relevant aerospace industry, and preliminary findings and recommendations. A final report is scheduled for completion in early 2007.
