Book excerpt: The purpose of this paper is to assemble in systematic fashion the available information on the transactions of the USSR with the countries of the Soviet area and with the rest of the world during the period 1955–1958. The offset to gold and foreign exchange loans represents cash disbursements or repayments in connection with USSR credits. The entries for countries outside the Soviet area cover gold disbursements to Finland and Yugoslavia. In 1958, the Ministry of Foreign Trade of the Soviet Union published detailed statistics on the foreign trade of the USSR during the years 1955–1957. Trade among countries of the Soviet area is conducted within the framework of the over-all economic plans of the individual countries. Prices, together with quantities to be traded, are fixed in bilateral agreements, and these prices apply for the duration of the contract. Trading procedures are such that they minimize short-term capital movements. Limits are set on the indebtedness permitted in the clearing accounts, so that the indebtedness can be repaid by the end of a given year.

The emphasis is on the immediate problem of imposing financial discipline in these economies, to bring down inflation quickly and decisively. Possible options for the essential nominal anchor are considered, together with the problems of selecting appropriate targets and instruments for monetary policy needed to make that anchor effective. It is argued that, if the stabilization effort is to be sustained, discipline must be imposed at the micro- as well as the macro-level, and the paper suggests a second-best approach to the allocation of credit in the absence of well-functioning credit markets.

The JMAP will be launched immediately after the Annual Meetings. The goal is for most new systems to be operational in time for the preparation of FY09 budgets.

Book excerpt: In December 1991 the Union of Soviet Socialist Republics—born in violent revolution and dominated for more than six decades by highly authoritarian rule—was dissolved by its constituent republics. The causes for this remarkable event will be probed for many years to come. Our understanding of it may never be complete. Nevertheless, it is evident even now that part of the story lay in a conscious redirection of policy by specific individuals. Those at the center of political and economic power understood the flaws in their system well enough to initiate a process of reform, but one that triggered a more massive transformation than they had intended. The process has left enormous turmoil in this wake. Political power has dissipated in all the new states emerging from the fragmented former USSR, and all are struggling to establish some constitutional order. They do so under conditions of severe austerity as they seed to reconstruct their once integrated, highly concentrated, internationally isolated economy into independent instruments of national viability. With no detailed blueprint available, and with only fractured mechanisms of policy control at their disposal, these new nations are being carried along by the inertia of state enterprises and by a spontaneous process or regeneration at the grass-roots level. To encourage this process, energy prices need to be raised substantially. Under plausible assumptions, it is shown that an increase in prices could yield sizable foreign exchange earnings. Large increases in energy prices could, however, threaten the solvency of industrial enterprises, precipitate major economic and social dislocation, and severely strain interrepublican economic relationships.
