Book excerpt: Following on from The Beast and the Sovereign, Volume I, this book extends Jacques Derrida’s exploration of the connections between animality and sovereignty. In this second year of the seminar, originally presented in 2002–2003 as the last course he would give before his death, Derrida focuses on two markedly different texts: Heidegger’s 1929–1930 course The Fundamental Concepts of Metaphysics, and Daniel Defoe’s Robinson Crusoe. As he moves back and forth between the two works, Derrida pursuesthe relations between solitude, insularity, world, violence, boredom and death as they supposedly affect humans and animals in different ways. Hitherto unnoticed or underappreciated aspects of Robinson Crusoe are brought out in strikingly original readings of questions such as Crusoe’s belief in ghosts, his learning to pray, his parrot Poll, and his reinvention of the wheel. Crusoe’s terror of being buried alive or swallowed alive by beasts or cannibals gives rise to a rich and provocative reflection on death, burial, and cremation, in part provoked by a meditation on the death of Derrida’s friend Maurice Blanchot. Throughout, these readings are juxtaposed with interpretations of Heidegger's concepts of world and finitude to produce a distinctively Derridean account that will continue to surprise his readers.

The book develops these two arguments by comparing Carl Schmitt's and Dietrich Bonhoeffer's theories of sovereignty. Carl Schmitt was an influential jurist of Nazi Germany. Dietrich Bonhoeffer was a Lutheran priest hanged for his involvement in a plot to assassinate Adolf Hitler. In many ways, the two men could not be more different. But they both struggled with the question of how to maintain order and how to prevent violence at times of crisis. In this considered work, Jeutner brings these two thinkers into careful dialogue. They both agreed that order is established not by appealing to existing norms or general principles but by an individual's sovereign decision. Ascribing sovereignty to individuals communicates that they always have a choice and that they are always responsible for these choices. Thus, it is not just powerful individuals who have the choice to bring wars to an end or who can combat climate change. This exploratory work reveals that, by making sovereign decisions, ordinary individuals, too, can work towards the peaceful resolution of conflicts or reduce their carbon footprint. Making such sovereign decisions is not easy for individuals who are taught to follow orders and norms. For this reason, this book supplements the comparative analysis of Schmitt and Bonhoeffer with an action-guiding decision-making framework. While the proposed framework departs from Schmitt's and Bonhoeffer's theses by recognizing the agency, responsibility, and sovereignty of all individuals, Jeutner argues that this acknowledgement of the universal sovereignty of individuals is the only way to bring about the orderly and peaceful world of which Schmitt and Bonhoeffer dream.

Book excerpt: The COVID-19 pandemic has brought the relationship between sovereigns and banks—the so-called sovereign-bank nexus—in emerging market economies to the fore as bank holdings of domestic sovereign debt have surged. This paper examines the empirical relevance of this nexus to assess how it could amplify macro-financial stability risks. The findings show that an increase in sovereign credit risk can adversely affect banks’ balance sheets and credit supply, especially in countries with less-well-capitalized banking systems. Sovereign distress can also impact banks indirectly through the nonfinancial corporate sector by constraining their funding and reducing their capital expenditure. Notably, the effects on banks and corporates are strongly nonlinear in the size of the sovereign distress.
