The Sovereign Street documents this important period, showing how indigenous-led mass movements reconfigured the politics and racial order of Bolivia from 1999 to 2011. Drawing on interviews with protest participants, on-the-ground observation, and documentary research, activist and scholar Carwil Bjork-James provides an up-close history of the indigenous-led protests that changed Bolivia. At the heart of the study is a new approach to the interaction between protest actions and the parts of the urban landscape they claim. These “space-claiming protests” both communicate a message and exercise practical control over the city. Bjork-James interrogates both protest tactics—as experiences and as tools—and meaning-laden spaces, where meaning is part of the racial and political geography of the city. Taking the streets of Cochabamba, Sucre, and La Paz as its vantage point, The Sovereign Streetoffers a rare look at political revolution as it happens. Street Sovereigns explores the risks and rewards taken by young men on the margins of urban Haiti who broker relations with politicians, state agents, and NGO workers in order to secure representation, resources, and jobs for themselves and neighbors. Moving beyond mainstream analyses that understand these groups—known as baz (base)—as apolitical, criminal gangs, Chelsey Kivland argues that they more accurately express a novel mode of street politics that has resulted from the nexus of liberalizing orders of governance and development with longstanding practices of militant organizing in Haiti. Kivland demonstrates how the baz exemplifies an innovative and effective platform for intervening in the contemporary political order, while at the same time reproducing gendered and generational hierarchies and precipitating contests of leadership that exacerbate neighborhood insecurity. Still, through the continual effort to reconstitute a state that responds to the needs of the urban poor, this story offers a poignant lesson for political thought: one that counters prevailing conceptualizations of the state as that which should be flouted, escaped, or dismantled. The baz project reminds us that in the stead of a vitiated government and public sector the state resurfaces as the aspirational bedrock of the good society. "We make the state," as baz leaders say.

This book will show that in region after region throughout the world partially independent territories (including Hong Kong, Cayman Islands, Kurdistan, New Caledonia, and others) tend to be wealthier and more secure than their sovereign state counterparts. Often ignored because of their small size, lack of militaries, and divided powers, the partially independent territories that produce these advantages are responsible for nearly one-fifth of global capital flows, serve as solutions for some of the world's most intractable nationalistic disputes, and furnish important capabilities for sovereign states. The existence and capabilities of these polities contradict widely held assumptions of sovereign state pre-eminence and give rise to a range of puzzling issues that will be addressed by this book. Why do local nationalistically distinct populations accept partially independent unions? What guarantees do these polities have that their powers will not be usurped by internal and external adversaries? What makes core states (which divide and share powers with partially independent territories) willing to part with some of their sovereignty amidst fears that their countries will fully fragment? What are the prospects for the independence of Scotland, Catalonia, Puerto Rico, and the nearly 50 partially independent territories around the globe? This book explains how these polities emerge, maintain themselves, and sometimes come to an end.

Book excerpt: The present international system, composed for the most part of sovereign, territorial states, is often viewed as the inevitable outcome of historical development. Hendrik Spruyt argues that there was nothing inevitable about the rise of the state system, however. Examining the competing institutions that arose during the decline of feudalism--among them urban leagues, independent communes, city states, and sovereign monarchies--Spruyt disposes of the familiar claim that the superior size and war-making ability of the sovereign nation-state made it the natural successor to the feudal system. The author argues that feudalism did not give way to any single successor institution in simple linear fashion. Instead, individuals created a variety of institutional forms, such as the sovereign, territorial state in France, the Hanseatic League, and the Italian city-states, in reaction to a dramatic change in the medieval economic environment. Only in a subsequent selective phase of institutional evolution did sovereign, territorial authority prove to have significant institutional advantages over its rivals. Sovereign authority proved to be more successful in organizing domestic society and structuring external affairs. Spruyt's interdisciplinary approach not only has important implications for change in the state system in our time, but also presents a novel analysis of the general dynamics of institutional change.

In the early American republic, the concept of public opinion was a recent—and ambiguous—invention. While appearing to promise a new style of democratic politics, the concept was also invoked to limit self-rule, cement traditional prejudices, stall deliberation, and marginalize dissent. As Americans contested the meaning of this essentially contestable idea, they expanded and contracted the horizons of political possibility and renegotiated the terms of political legitimacy. Tracing the concept from its late eighteenth-century origins to the Gilded Age, Mark G. Schmeller’s Invisible Sovereign argues that public opinion is a central catalyst in the history of American political thought. Schmeller treats it as a contagious idea that infected a broad range of discourses and practices in powerful, occasionally ironic, and increasingly contentious ways. Ranging across a wide variety of historical fields, Invisible Sovereign traces a shift over time from early “political-constitutional” concepts, which wrapped pubic opinion in the language of constitutionalism, to more modern, “social-psychological” concepts, which defined public opinion as a product of social action and mass communication.

As corporations across the United States folded, however, small businesses on the Qualla Boundary of the Eastern Band of Cherokee Indians (EBCI) continued to thrive. In this rich ethnographic study, Courtney Lewis reveals the critical roles small businesses such as these play for Indigenous nations. The EBCI has an especially long history of incorporated, citizen-owned businesses located on their lands. When many people think of Indigenous-owned businesses, they stop with prominent casino gaming operations or natural-resource intensive enterprises. But on the Qualla Boundary today, Indigenous entrepreneurship and economic independence extends to art galleries, restaurants, a bookstore, a funeral parlor, and more. Lewis's fieldwork followed these businesses through the Great Recession and against the backdrop of a rapidly expanding EBCI-owned casino. Lewis's keen observations reveal how Eastern Band small business owners have contributed to an economic sovereignty that empowers and sustains their nation both culturally and politically.
