In The Sovereign Entrepreneur, Merrie Gilbert Klapp develops a compelling comparative logic of state oil entrepreneurship. Drawing upon dozens of interviews with policymakers and company executives in Norway, Britain, Indonesia, and Malaysia, Klapp addresses a little understood determinant of policy—the pivotal bargaining power that domestic and international interests wield in different countries. Advanced capitalist countries, she finds, have generally not achieved their goals in the oil sector; they have been constrained by powerful, well-organized domestic interests. Less developed countries, by contrast, have faced little opposition at home, but the international banks and the multinationals have severely limited their attempts to expand into the global petroleum market. klapp argues that bureaucratic and domestic politics, not just economics, underlie the varying success of different countries in the marketplace.

As corporations across the United States folded, however, small businesses on the Qualla Boundary of the Eastern Band of Cherokee Indians (EBCI) continued to thrive. In this rich ethnographic study, Courtney Lewis reveals the critical roles small businesses such as these play for Indigenous nations. The EBCI has an especially long history of incorporated, citizen-owned businesses located on their lands. When many people think of Indigenous-owned businesses, they stop with prominent casino gaming operations or natural-resource intensive enterprises. But on the Qualla Boundary today, Indigenous entrepreneurship and economic independence extends to art galleries, restaurants, a bookstore, a funeral parlor, and more. Lewis's fieldwork followed these businesses through the Great Recession and against the backdrop of a rapidly expanding EBCI-owned casino. Lewis's keen observations reveal how Eastern Band small business owners have contributed to an economic sovereignty that empowers and sustains their nation both culturally and politically.

However, since the handover in 1997, the transformation of Hong Kong’s political and socio-economic environment has eroded the conditions that supported a viable state-business alliance. This state-business alliance, which was once a solution for Hong Kong’s governance, has now become a political burden, rather than a political asset, to the post-colonial Hong Kong state. This book presents a critical re-examination of the post-1997 governance crisis in Hong Kong under the Tung Chee-hwa and Donald Tsang administrations. It shows that the state-business alliance has failed to function as an organizational machinery for supporting the post-colonial state, and has also served to generate new governance problems. Drawing upon contemporary theories on hybrid regimes and state capacity, this book looks beyond the existing opposition-centered explanations of Hong Kong’s governance crisis. By establishing the causal relationship between the failure of the state-business alliance and the governance crisis facing the post-colonial state, Brian C. H. Fong broadens our understanding of the governance problems and political confrontations in post-colonial Hong Kong. In turn, he posits that although the state-business alliance worked effectively for the colonial state in the past, it is now a major problem for the post-colonial state, and suggests that Hong Kong needs a realignment of a new governing coalition. Hong Kong’s Governance under Chinese Sovereignty will enrich and broaden the existing literature on Hong Kong’s public governance whilst casting new light on the territory’s political developments. Book excerpt: It is widely thought that state ownership of natural resources, oil and natural gas in particular, causes countries to fall under the sway of the “resource curse.” In such cases, governments allegedly display “resource nationalism,” which destabilizes the economy, society, and politics. In this book, David R. Mares dispels these beliefs and develops a powerful new account of the relationship between state resource ownership and energy policy. Mares examines variations in energy policy across a wide range of countries, underscoring the fact that in most of the world outside the United States, subsoil natural resources are owned by the state. He considers the history of Latin American oil and gas policies and provides an in-depth analysis of Venezuela from 1989 to 2016—before, during, and after the presidency of Hugo Chávez. Mares demonstrates that the key factors that influence energy policy are the inclusiveness of the political system, the level of competitiveness within policy making, and the characteristics of individual leaders. Domestic politics, not state ownership, determines the effectiveness and efficiency of energy policies: the “resource curse” is avoidable. Drawing on these findings, Mares reconceptualizes resource nationalism, arguing that government intervention into resource extraction is legitimate as long as the benefits are shared through the provision of public goods. Featuring a sophisticated grasp of both Latin American politics and energy policy, this book sheds new light on why some governments are responsible stewards of natural resources while others appropriate national wealth for partisan or private benefit.
