After the dissolution of the Soviet Union in 1991, when Russia was suffering the fragmentation of empire and a sudden decline in its international standing, these disputed islands became symbolic of a much larger debate on self-image, nationalism, national space, and Russia’s place in world politics. When viewed through the prism of the Southern Kurils, ideas associated with the “border,” “state,” and “nation” become destabilized, uncovering new insights into state-society relations in modern Russia. Book excerpt: The unresolved territorial dispute between Japan and Russia over the South Kuril Islands/Northern Territories remains the largest obstacle to concluding a peace treaty and fully normalising bilateral relations between the two nations. This book traces the evolution of transnational relations between subnational public authorities in Hokkaido and Sakhalin, examining the interrelationship between these ties and the Russo-Japanese territorial dispute. The book investigates why the development of Hokkaido-Sakhalin relations has failed to create, at the subnational level, an environment conducive to resolving (kankyo seibi) the South Kuril Islands/Northern Territories dispute. Brad Williams suggests that kankyo seibi has not worked primarily because Russia’s troubled transition to a liberal democratic market economy has manifested itself in ways that have ultimately increased the South Kuril Islands’ intrinsic and instrumental value for the Sakhalin public and regional elite. This in turn has limited the impact from the twin transnational processes of cultural and economic exchange in alleviating opposition to the transferral of these disputed islands to Japan. Drawing upon a wealth of primary and secondary sources from both countries, this book utilises levels of analysis and an analytical framework that incorporates national and subnational, as well as governmental and non-governmental forces to discuss a relatively unexplored aspect of Russo-Japanese relations. As such, Resolving the Russo-Japanese Territorial Dispute will appeal to students and scholars of Asian politics, international relations and post-communist states.

Book excerpt: islands has emotional content far beyond any material significance because giving way on the island issue to Japan would be considered as once again compromising the sovereignty over the whole Korean peninsula. For Japan, the Dokdo issue may lack the same degree of strategic and economic values and emotional appeal as the other two territorial disputes that Japan has had with Russia and the two Chinas – namely the Northern Territories/Southern Kurile Islands and the Senkaku Islands, respectively. Nevertheless, fishing resources and the maritime boundary issues became highly salient with the introduction of UNCLOS. Also, the legal, political, and economic issues surrounding Dokdo are all intertwined with Japan’s other territorial disputes to the extent that concessions of sovereignty on any of these island disputes could jeopardize claims or negotiations concerning the rest. South Korea and Japan have forged a deeper diplomatic and economic partn- ship over the past decade. A new spirit of partnership after the landmark joint declaration of 1998 culminated in the successful co-hosting of the World Cup 2002. At the end of 2003 the two neighbors began to negotiate an FTA to further strengthen their already close economic ties. South Korea’s decades-long embargo on Japanese cultural products has now been lifted, while a number of South Korean pop stars are currently sweeping across Japan, creating the so-called “Korean Wave” fever. A pragmatic calculation of national interests would thus suggest cooperative behavior.

Book excerpt: East Asia was a major focus of struggle between the United States and the Soviet Union during the Cold War of 1945 to 1991, with multiple "hot" and "cold" conflicts in China, Korea, and Vietnam. The struggle for predominance in East Asia, however, largely predated the Cold War, as this book shows, with many examples of the United States and Russia/the Soviet Union working to exercise and increase control in the region. The book focuses on secret treaties, 26 of them, signed from the mid-1890s through 1950, when secret agreements between China and the USSR, including several concerning the Chinese Eastern Railway, gave Russia greater control over Manchuria and Outer Mongolia. One of the most important was negotiated in 1945, when Stalin signed the Sino-Soviet Friendship Treaty with Chiang Kai-shek and the Chinese Nationalists, that included a secret protocol granting the Soviet Navy sea control over the Manchurian littorals. This secret protocol excluded the US Navy from landing Nationalist troops at the major Manchurian ports, thereby guaranteeing the Chinese Communist victory in Northeast China; from Manchuria, the Chinese Communists quickly spread south to take all of Mainland China. To a large degree, therefore, this formerly undiscussed secret diplomacy set the underlying conditions for the Cold War in East Asia.
