Book The New Southern African Customs Union Agreement

Download or read book The New Southern African Customs Union Agreement written by Robert Kirk and published by . This book was released on 2005 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: From its origins in 1910 the Southern African Customs Union (SACU) has been characterised by striking asymmetries in policies, levels of development and administrative capacity. Following the demise of apartheid in 1994, the five member countries (Botswana, Lesotho, Namibia, South Africa and Swaziland) began negotiations to reform the SACU. Eight years later, a new Agreement was signed in October 2002. In this paper, we outline the main characteristics of the 2002 Agreement and assess whether it addresses the criticisms of the preceding arrangement. Most importantly, the 2002 Agreement introduces shared decision-making and provides for a sustainable revenue-sharing arrangement. But varying levels of trade policy capacity along with policy divergences between the members present new challenges. Moreover, the exclusion of Services, Intellectual Property Rights and Singapore issues gives the 2002 Agreement a somewhat jaded appearance. Nevertheless, the reconstituted SACU could form the core of a larger regional customs union that would facilitate a realignment of the existing regional organisations. This will depend on the ongoing trade negotiations with both the EU and the United States. These negotiations will also put pressure on SACU to address excluded issues and reduce cross-border transaction costs in order to realise the benefits from economic cooperation.

Book In the Wake of the Global Economic Crisis

Download or read book In the Wake of the Global Economic Crisis written by Mr.Thomson Fontaine and published by International Monetary Fund. This book was released on 2011-01-01 with total page 59 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Southern African Customs Union (SACU) is facing its biggest challenge in its 100 years of existence. The global economic crisis has significantly reduced its revenue outlook, which is having a disproportionate impact on its smaller member countries, and which calls for an appropriate policy response. This paper discusses specifically the implications for Botswana, Lesotho, Namibia, and Swaziland, and provides recommendations regarding the proper fiscal response by these countries to the decline in SACU revenue.

Book United States Southern African Customs Union SACU Free Trade Agreement Negotiations Background and Potential Issues

Download or read book United States Southern African Customs Union SACU Free Trade Agreement Negotiations Background and Potential Issues written by and published by . This book was released on 2007 with total page 7 pages. Available in PDF, EPUB and Kindle. Book excerpt: Negotiations to launch a free trade agreement (FTA) between the United States and the five members of the Southern African Customs Union (SACU) (Botswana, Lesotho, Namibia, South Africa, and Swaziland) began on June 3, 2003. In April 2006, negotiators suspended FTA negotiations, launching a new work program on intensifying the trade and investment relationship with an FTA as a long term goal. A potential FTA would eliminate tariffs over time, reduce or eliminate non-tariff barriers, liberalize service trade, protect intellectual property rights, and provide technical assistance to help SACU nations achieve the goals of the agreement. This potential agreement would be subject to congressional approval. This report will be updated as negotiations progress.

Book The Cotonou Agreement and Its Implications for the Regional Trade Agenda in Eastern and Southern Africa

Download or read book The Cotonou Agreement and Its Implications for the Regional Trade Agenda in Eastern and Southern Africa written by Manuel De la Rocha and published by World Bank Publications. This book was released on 2003 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Subregional trade arrangements (RTAs) in Eastern and Southern Africa have proliferated in the past 10 to 15 years. The small size of most of the countries in the region, some of which are landlocked, and the security needs in the post independence period largely explain the rapid expansion. These arrangements are characterized by multiple and overlapping memberships, complex structures, and eventually, conflicting and confusing commitments. The influence of RTAs has been limited to assisting the region in increasing trade, attracting foreign direct investment, enhancing growth, and achieving convergence among member countries. But despite their limitations, RTAs have the potential, if properly designed and effectively implemented, to be an important instrument in integrating member countries into global markets. In 1998 most of the Southern African countries, as members of the Africa Caribbean Pacific group (ACP), signed the Cotonou Agreement with the European Union, which includes the negotiation of economic partnership agreements (EPAs) between the EU and the ACP. The Cotonou Agreement explicitly leaves to the ACP countries to decide the level and procedures of the EPA trade negotiations, taking into account the regional integration process. This raises the question of how to decide on the groupings in the context of conflicting regional trade agendas. The author argues that the Cotonou Agreement and EPA negotiations could become the external driving force that will push the regional organizations to rationalize and harmonize their regional trade arrangements, thus strengthening the integration process and economies of the region, and assisting the Eastern and Southern Africa region in becoming a more active partner in the global economy.
