Over its length of more than 2500 km, it connects the seaports of northern Germany with the Danube ports and Greek seaports. Seven capitals of EU member states are directly interlinked by the Corridor. At present however, it has genuine shortcomings in several aspects. The international working group Spatial and Transport Development in European Corridors: Example Corridor 22, Hamburg-Athens (2015-2018) trace the conditions for large scale, corridor oriented spatial and transport development in Europe and in particular along the Orient-East-Med Corridor. The contributions in the anthology also focus on the importance of transnational initiatives in Europe and on territorial effects of transport policies. These topics are illustrated by analyses of current transport initiatives and urban developments at the most important nodes along the Corridor, so called Hot-Spots. During the work process, the authors asked themselves, if and how a strategy for the Corridor can take effect for an integrated spatial and transport development between Hamburg and Athens. The common answer is clear: A strategy for the Orient-East-Med Corridor allows the organization of a more balanced flow of goods throughout Europe in the long run. In the southeast section, enormous land reserves in the close vicinity of railway stations can be activated for urban development. Strengthening the Corridors infrastructure thus has a huge potential to trigger spatial development and ultimately contribute to territorial and social cohesion throughout Europe.

It clarifies the means and instruments of the voluntary application of the EU’s norms by third countries and analyses in detail the process of legislative approximation between the EU and its East European neighbours. It also assesses the extent to which the EU is successful in promoting its legal standards abroad. The first part of the book addresses the EU’s mechanisms and instruments promoting the export of its own laws and practices to other countries. Key issues include the post-Lisbon constitutional basis for the EU’s engagement with its Eastern neighbours (Art. 8 TEU); the different methods of acquis export and the impact of a new generation of Association Agreements providing for the establishment of Deep and Comprehensive Free Trade Areas (DCFTAs) and, ultimately, a Neighbourhood Economic Community (NEC) between the EU and its Eastern partners. The second part of the book includes substantive country reports that analyse the process of legislative approximation and application of EU law in the Eastern Partnership countries and Russia, authored by leading academics from the countries concerned. First, the transition from the Stability Pact to the Regional Cooperation Council (RCC) will become effective with the establishment of the RCC and its Secretariat in Sarajevo, indicating a major evolution towards more regional ownership. Secondly, the renewed and reframed Central European Free Trade Agreement (CEFTA), or CEFTA 2006, will officially enter into force for all parties. Third, the Slovenian European Union presidency will endeavor to reaffirm the 2003 EU Thessaloniki Agenda, and work towards the completion of the network of Stabilization and Association Agreements and the enhancement of regional cooperation in several areas. This book addresses the challenges and prospects of regional cooperation in SEE by considering the increased diversity in the region, the new divisions and contradictions induced by the latest round of EU enlargement, the coexistence of numerous cooperation programs, and the still unresolved hard security issues. The book also discusses why SEE countries should embrace the process of wider regional cooperation that goes beyond too-narrowly conceived regional frameworks. A pan-European approach links SEE with countries in the Black Sea region, the Caucasus, Central Europe, and the Mediterranean basin. Upgraded and broadened regional cooperation in SEE would not interfere with, but rather complement and reinforce, EU integration and the European Neighborhood Policy (ENP), requiring both innovative thinking and the careful recalibration of previous regional initiatives.
